They <br />will not exceed twelve (12) feet in height and will be buffered with <br />enough area. to allow equipment to work between the pile and the <br />outside boundary (fence, etc.) and for grading of 5:1 slopes on the <br />inside during staged reclamation of the pit (this includes topsoil and <br />spoil stockpiles). <br />1. Enough subsoil will be removed to adequately cover the reclaimed <br />area w:~th a minimum of 10" of subsoil (See also topsoil at 10"). <br />2. This material is the calcium carbonate zone and contains fines, <br />both of which are needed to establish satisfactory revegetation. <br />The materials are also needed for most produced materials to meet <br />gradation specifications. See Item D for a possible solution to <br />this problem. <br />C. Spoil: <br />Overburden and oversized materials not needed for production xill be <br />stockpiled with the same requirements as "B. Subsoil" above, omitting <br />items 1 and 2. <br />D. Manufactured Materials for Reclamation: <br />1. Manufactured materials in lieu of topsoil and subsoil may be <br />used. This material must be applied to a minimum depth of 20 <br />inches and must contain ample fines, sand and gravel, and up to <br />3/4 inch rock with a low content of larger cobble and rock. This <br />could be similar to a Class 6 road material (State <br />specifi.cations). Use of such material must have preapproval of <br />the Ai~thori.zed Officer (AO) or his Representative (AOR). <br />2. All too often the topsoil, subsoil, and overburden are needed to <br />meet contract requirements for fines; when these materials get <br />used ::or that purpose a noncompliance occurs and costly shutdowns <br />and mitigations occur. Also, when topsoil is stockpiled for more <br />than ~~ne growing season, it loses its "natural", "organic" and <br />other desired qualities and is no better than an acceptable <br />manufactured material. Therefore, the operator will expect this <br />added production operation and expense when operating on this pit, <br />and will make all necessary prior arrangements for preapprovals <br />that will eliminate need for issuance of a noncompliance notice. <br />3. Manufactured materials for reclamation may be produced on site by <br />any methods such as crushing, screening, excavating, and/or may be <br />hauled in from an approved site (by AOR). <br />-12- <br />
