All operations will be subiect. to any and all applicable regulations <br />of the Federal, State, and local governments. <br />B. The operator shall not opyrate Without required Federal, State, and <br />lccal permits. <br />C. Tt.e Authorizing Officer will enforce, or have enforced by the <br />appropriate agency, any noncompliance to the regulations. <br />D. Operations shall insure that no hazard exists to persons or livestock <br />except that such hazards be abated by signs and/or b1ocY.ades. This <br />would include warning siyns ar,d bloc}:ades or: access roads prior to <br />b:tasting. <br />E. P~~wder magazines will be located out of sigh[ of and at least ;; mile <br />from tra-aeled roads. Loaded shot holes will not be left unattended. <br />VIII. Protection from grazing: <br />A. This may include a three (3) wire fence, of BLM standards, if grazing <br />is a potential detriment to seeding establishment on reclaimed stage <br />areas already produced, or if headwalls or other factors are a danger <br />to livestock. <br />B. Frotection measures should be effective for at least two (2) growing <br />seasons after completion of reclamation. Coordinate with BLM Range <br />:,taff to see if livestock will be licensed for applicable growing <br />:seasons. <br />IX. OPER]~TIONAL MINING FACTORS <br />A. 'Phy site and access roads shall be disturbed as little as possibly by <br />~~perations. Care shall be taken to preserve natural features and <br />vegetation. <br />B. Soil conservation and xatershed practices xill be followed using any <br />necessary ditches, diY.es, and terraces to prevent future erosion. <br />C. Removal of soil with the rocks will be kept to a minimum. <br />D. All large rock will be hauled away or otherxise disposed of but not <br />left on the surface. No stockpiling xill be allo~ved for more than one <br />year from expiration of the BL14 Free Use Permit and then only if <br />opyrator requests an extension. <br />E. whenever possible, a portable mud pit shall be used when washing <br />materials or erploration drilling xith fluids. <br />-14- <br />
