' feature in the solution pipelines.
' Response: BMR does not intend to install no-drain back-pressure valves in
the solution pipelines due to the harsh winter temperatures
typically experienced at the site. BMR is concerned that pipes
1 with standing water will freeze and then rupture. BMR has sized
the lined pipeline ditch to accommodate anticipated flows in the
event of a large pipeline leak, The lined ditch will direct these
flows either to the barren pond or to a lined catchment area
located at the mill site. Designs for the mill site lined
catchment area are included in revised Section D.5.
Exhibit D, Section D.5 revised 2J15J89. MLRD considered BMG response
adequate.
1 c. It is unclear whether the barren solution pipeline will run from
the mill to the barren pond or if the pipeline will run from the
mill directly to the top of the heap. Please clarify.
Response: The pipeline will run to the barren pond.
No application change necessary.
I 32. The pad solution collection trench shown on Exhibit C-8 does not appear
to be the same as the series of collection trenches constructed through
Stages 1-6 as illustrated in this section. Please clarify.
Response: As discussed under Comment 27, the appropriate figures have been
revised and should now proviae the necessary clarification. The
~~ reader should note that the staged construction berms should not
be confused with the center collection drain.
Figures C-11, C-12, D.7.4.1-1, D.7.4.1-2, D.7.4.1-3 and D.7.4.1-4 revised
2/15J89.
33. It will be necessary to provide a statement certifying that each
1 particular phase cf the leach pad (including primary and secondary
liners} was constructed to the specifications approved 6y the Board.
This statement must 6e submitted at the completion of each construction
' stage. In particular, test results on )finer seaming and collection
channel connections between stages should be presented after
completion. Please commit to these submittals.
Response: Construction of each phase of the leach pad will be supervised
by a registered professional engineer. Certification that each
phase of the leach pad construction was constructed to the
specification approved in the permit will be submitted following
construction completion.
Exhibit D, Section D.7.1 revised 4/20J89.
' 34. Figure C-9 and Figure C-]0, Detail 11, specify that a facility pipeline
corridor exists along the south and east heap perimeter, but dines not
identify the extent of the corridor. Please address whether it extends
i
