The maintenance of the pipeline would require inspection by liyht-truck <br />vehicles on an as-need basis. The lack of mechanical parts requires less <br />maintenance than a conveyor system. Appropriate preventive maintenance <br />would be completed on the capsule train so as to preclude plugging of the <br />pipeline. <br />At the current production rate, ten truck drivers are employed for trans- <br />porting of coal at the Orchard Valley Mine, With increased production, <br />additional truck drivers would be employed, Initially, with construction of <br />the pipeline, no change woulq be made to the number of truck driver employ- <br />ees, Upon operation of the pipeline, all truck drivers would be laid off, <br />CWI expects additional employees would be needed to be hired to operate and <br />maintain the conveyor, Because of the unknown technology of the system, the <br />number of additional employees cannot be estimated at this time, <br />Reclamation <br />After the Orchard Valley Mine had ceased operations, the pipeline, loading, <br />and unloading facilities would be dismantled and salvaged for possible <br />re-sale, The steel support structures, foundations, and associated building <br />materials would be removed and the sites backfilled to approximate original <br />contour, <br />Topsoil and subsoil would be re-excavated from the pipeline route and the <br />pipeline removed. Water bars would be constructed to control drainage and <br />the pipeline route revegetated, On the other hand, dependent upon the cir- <br />cumstances at the time of final reclamation, CWI along with the Regulatory <br />Authority, might elect to leave the buried pipeline in place so as not to <br />re-disturb the entire route again, <br />• The pipeline route and unloadiny facilities located on the alluvial, agri- <br />cultural lands would be regraded, topsoil redistributed, and irrigation pat- <br />terns restored. Pasture, orchard, or other appropriate vegetation would be <br />replanted on these sites. The specific procedure for reclamation of this <br />area would be the same as for the existiny storage and loadout facilities, <br />refer to Appendix "M" for the procedure. All essential hydrologic functions <br />would be restored to pre-construction conditions. <br />When possible, local contractors would be hired for earthwork and general <br />reclamation and demolition work, see reclamation schedule, Figure M2. The <br />overall reclamation of the Orchard Valley Mine would include the pipeline <br />route reclamation. It is anticipated that fewer than 30 workers would come <br />from outside the area. <br />Economic Feasibility <br />As stated previously, the pneumatic capsule pipeline system is an innova- <br />tive, unproven made of coal transportation, TUBEXPRESS Systems, Inc, is <br />considering the Orchard Valley Mine as the first commercial prototype unit <br />site, <br />At the present time, CWI cannot assess the economic feasibility of con- <br />structing the pneumatic capsule pipeline system. Financial arranyements <br />have been discussed with TUBEXPRESS Systems, Inc „ but to date, development <br />' and construction cost uncertainties prevent the owner from committing neces- <br />sary financial data to CWI. <br />33 <br />
