Alternative a4 - Truckiny to Meet Market Levels - Proposed Alternative <br />CWI recommends election of Alternative k4 at this time. This alternative <br />proposes continued trucking to meet market levels, <br />Physical Description <br />CWI would continue trucking coal on Steven's Gulch Road and State Hiyhway <br />133 to meet market tonnages. <br />An alternate mode of coal transport could be adopted at a later time if pru- <br />dent business dictated. <br />Construction <br />No additional construction would be necessary to continue trucking opera- <br />tions from the Orchard Valley Mine to the train loadout area. <br />Operation/Maintenance <br />CWI would truck coal during specific intervals during a 24-hour period <br />depending on approval from the Delta County Commissioners, Initially, CWI <br />would propose trucking during the hours of 7:00 a.m, to 11:00 p.m. If addi- <br />tional hours were required, additional time would be requested. <br />CWI would continue the regular maintenance of Steven's Gulch Road as deter- <br />mined by a Delta County maintenance ayreement and a trucking contractor <br />would continue the reyular maintenance of trucks. CWI would continue the <br />regular maintenance of the loading and unloading facilities. <br />• After permitting of this alternative, CWI would submit an "Application for <br />Access Permit", Department of Highways DOH Form No. 137 for permanent coal <br />haulaye on S.H. 133. CWI would adhere to requirements of this access permit <br />approval. <br />Reclamation <br />Upon cessation of operations at the Orchard Valley Mine, final reclamation <br />of the mine site and facilities would begin, The truck loading station at <br />the mine Site, as well as the truck dump station at the train loadout area, <br />would be dismantled and salvaged for possible resale. Shallow foundations <br />and gravel and asphalt from roadways would be removed. Steven's Gulch Road <br />would be left for public access to Federal lands north of the mine site. <br />Refer to Appendix "M" for specific reclamation procedures. <br />The truck loadout site would be regraded, topsoil reveyetated, irrigation <br />patterns restored, and the orchard replanted in the appropriate areas. <br />The Orchard Valley Mine would be regraded, drainage established, and the <br />area reveyetated in accordance with final reclamation designs approved by <br />the Colorado Mined Land Reclamation Division. Refer to Appendix "M" for <br />specific reclamation procedures. <br />Economic Feasibilit <br />' Continued trucking to meet market levels is the only economically feasible <br />alternative, given the current market conditions.
