the pipeline ruute and stored in stockpiles as described in the Orchard Val- <br />ley Mining and Reclamation Pennit. Excess subsoil covered by topsoil exca- <br />vated from the pipeline construction would be "crowned" over the pipeline <br />for anticipated sail settlement. The vegetative slash would be redistri- <br />buted over the pipeline fill to discourage access over the pipeline route, <br />shade plant seediinys, and slow surface water run-off over the pipeline <br />fill. <br />The pipeline construction would require temporary detouring of Farmer's Mine <br />Road, Approximately one month's interference to traffic on Partner's Mine <br />Road would be anticipated, The pipe]ine would be constructed beneath the <br />Fire Mountain Canal in non-irrigation times, The pipeline would be drilled <br />beneath State Highway 133 so as not to interfere with traffic, <br />Construction noise would be similar, because of equipment utilized, as with <br />the overland conveyor. The construction activity would generally be limited <br />to daylight hours. <br />The foundations for all structures would utilize conventional concrete form- <br />ing, reinforcing, and pouring techniques, The loading and unloading systems <br />building would be totally enclosed to enhance visual blending, reduce fugi- <br />tive dust transport, and reduce operational noise, The structural steel <br />supports would be erected utilizing conventional techniques, The pipeline <br />would be buried and would not affect wildlife movement, Where the pipeline <br />is not buried, sufficient room will be left for wildlife access below the <br />pipeline, If an archaeological site cou]d not be avoided, further documen- <br />tation would be completed before construction proceeded, <br />• The pipeline route would cross Federal (BLM), CWI, and private (Estate of <br />J.R, Morrell) properties, see Drawing N13, Appropriate applications would <br />be completed by CWI for Federal right-of-way before construction was <br />started, Appropriate private land acquisition would be completed by CWI, <br />As a safety precaution, public access would be restricted on the pipeline <br />route. The pipeline would not restrict hunter access in these areas, <br />The loading and unloading structures and pipeline, when above ground, would <br />be painted to blend in with natural background colors. The extent of the <br />mechanical and electrical construction is not known exactly and is estimated <br />at a small portion of the overall construction, <br />The pipeline would be constructed on a Colorado Mined Land Reclamation Divi- <br />sion designated al]uvial valley floor (AVF) on areas south of the Fire Moun- <br />tain Canal, <br />Reclamation procedures for the AVF are described in the Reclamation Section, <br />following, <br />All disturbed areas would be graded and revegetated during the Spring or <br />Fall following completion of construction, see Appendix "E" for seed mix- <br />tures. <br />Operations <br />' CWI would operate the pipeline in intervals throughout a 24-hour period. <br />The pipeline operations would be started with an air compressor, Noise baf- <br />fles and soundproof buildings would be constructed to house the compressors, <br />32 <br />
