The most environmentally and economically acceptable and least i~npact- <br />iny route and/or means of hauliny coal to the loadout facility will be <br />submitted by the lessee as part of the Colorado Mined Land Reclamation <br />Division permit application, The assessment will be accompanied by a <br />separate analysis of the economic feasibility of each alternative <br />assessed to be utilized in the decision-making process." <br />Accordingly, after ayain consulting with BLM (Montrose District), CWI sub- <br />mitted a Draft Environmental Assessment on October 10, 1984, It summarized <br />the information previously presented in the meetings of May, 1983, proposed <br />Alternative H4 - Interim Trucking with periodic economic evaluations as the <br />most environmentally and economically acceptable and least impacting route <br />and/or means of hauliny coal to the loadout facility, and asked far comments <br />to be submitted at a later meetiny to be held on October 25, 1984, <br />BLM (Montrose District) subsequently requested that the proposed alternative <br />should not require future evaluations, CWI restated the proposed alterna- <br />tive as continued trucking to meet market levels. An alternative mode of <br />coal transportation would be adopted at a later time if prudent business <br />dictated, CWI has informed private citizens and governmental agencies of <br />this change (Delta County, Colorado Department of Highways, Towns of Paonia, <br />Hotchkiss, and Crawford).
