The reasons for elimination are discussed extensively in the <br />• section entitled "Alternatives Considered but Eliminated from Analysis" in <br />Chapter 'L. The al±ernatives eliminated were: the aerial tramway, the <br />frontage road on State Highway 133, the revision of State Highway 133 to <br />three or four lanes, and the haul road across lower Garvin Mesa, Further <br />descriptions of these alternatives and comments by the public on these <br />alternatives are in Appendix "A". <br />BLM, participating in and monitoring this progression, determined that any <br />successful bidder on the long-te rn~ lease should conclude a NE PA quality <br />transportation study similar to that which CWI had undertaken. Thus, <br />Federal Coal lease C-37210 included the following stipulation. <br />(p) "The lessee, prior to mining coal, will prepare a NE PA quality <br />environmental analysis assessing alternative methods of transportation, <br />The purpose of the assessment is to determine the most environmentally <br />acceptable and least impacting route and/or means of hauling coal to <br />the loadout facility, The assessment will consider all impacted <br />resources, <br />The alternatives assessed will be determined by BLM (Montrose <br />District) in consultation with the lessee, Delta County, and the State <br />of Colorado, (Mined Land Reclamation Division and State Department of <br />Transportation), The BLM, with the above consulting agencies, will <br />determine if the analysis meets NE PA requirements upon its completion, <br /> <br />3 <br />
