As required by section 816.113, these species <br />will be planted as contemporaneously as possible once top- <br />soiling has been completed. The reapplication of topsoil <br />at the Energy Fuels site is largely impossible during the <br />time period from approximately January through June due to <br />snow and mud. Since time periods for normal planting are <br />spring and fall or into the winter as snow conditions permit, <br />it is unlikely that reapplied topsoil will remain in ~n un- <br />revegetated condition for more than two to three months. <br />Previous plantings of Russell Oats and Eibon F9inter Rye <br />• at Energy Fuels Mine No. 1 and 2 have been highly successful. <br />Oats planted in the spring have surpassed all other species <br />in terms of plant cover and soil protection. Fall plantings <br />of rye have demonstrated that rye has the unique ability to <br />germinate and grow under snow. When the snow melts, plants <br />are commonly 6 to 8 inches in height. <br />Prior to reaching maturity the cereal grains will be cut <br />to prevent the possibility of the seeds maturing and of those <br />seeds therefore providing competition to the seeded perennial <br />species. Following cutting the planting of permanent vege- <br />tation will be conducted using the mehtods described in sec- <br />tion 780.16(b). <br />Chemical soil stabilizers will not be used to satisfy <br />the requirements of section 816.114(a).
