<br />Section 780.16 (a) Continued. <br /> <br />to present a detailed Fish and Wildlife Plan to facilitate the <br />determination of compliance with Sectioa 816.97. In this regard, <br />the protection of fish and wildlife resources on the proposed mine <br />plan and adjacent areas can best be accomplished only after those <br />values have been identified and the potential negative impacts <br />documented. Aa reported in Section 779.20, several studies of fish <br />and wildlife have been prepared containing information relevant to <br />the biological communities within the proposed mine plan and adja- <br />cent areas. The results of these studies are presented in?sA„r. <br />North Park Small Mammal Distribution; ?~, North Park Big Game <br />Distribution; North Park Avian Distribution; r;,~a'-Derr <br />Mine Area Sage Grouse Habitat Types; and ,~i-24', Division of Wild- <br />life Sage Grouse Habitat Types. <br /> <br />I~ <br />Impacts on the fish and wildlife resources identified in Section <br />779.20 will be minimized by designing and implementing the opera- <br />tional and subsequent reclamation plan to avoid, where practicable, <br />disturbances to critical habitats either within the mine plan or <br />adjacent areas. In those areas where disturbance cannot be avoided, <br />mitigative measures such as proper haul road location and adequate <br />sedimentation control are called for by the operations plan. In <br />all instances, disturbance will be limited to areas needed for <br />actual extraction of coal, temporary storage of overburden and <br />topsoil, haul roads, or sedimentation control, with the commitment <br />that all disturbed areas will be reclaimed as contemporaneously as <br />possible to restore the necessary environmental balances. The <br />discussion which follows identifies the anticipated impacts of the <br />proposed mining operation on fish and wildlife resources and re- <br />lated environmental values, explains how disturbances and impacts <br />will be avoided or minimized, and states how enhancement of such <br />resources will be achieved, where practicable. <br />780-39 <br />
