A <br />written pre-blasting survey, which includes any proposed blasting <br />program adjustments inlcorporated to prevent property damage, shall <br />be promptly provided to the persons requesting the survey and to <br />the regulatory authority. <br />Kerr Coal will publish a blasting schedule similar to the one set <br />forth in Figure 18, Proof of Publication of Blasting Schedule, in <br />the Jackson County Star, published in Walden, Colorado, prior to <br />beginning any blasting program. Before blasting in areas or at <br />times not described in the published blasting schedule, a revised <br />schedule will be promptly mailed to residents or owners of dwel- <br />lings within one-half mile of the permit area; published schedules <br />will also be mailed to residents or owners of these adjacent dwel- <br />lings. <br />U <br />Kerr Coal will give individually distinguishable warning and all- <br />clear signals, which are audible within a range of one-half mile <br />from the point of the blast. A modulated siren shall be sounded <br />approximately three minutes before all blasts as the warning signal, <br />and a single tone from the siren shall signal all clear after each <br />blast. Persons working within the permit area and persons who <br />reside or regularly work within the one-half mile of the permit <br />area shall be notified of and instructed regarding the meaning of <br />the signals by periodic delivery of a certified letter informing <br />such persons of the meaning of the signals. Kerr Coal shall also <br />maintain signs in accordance with 30 CFR 816.11 (f ). <br />Kerr Coal will regulate access to any area within the permit area <br />which might be subject to flyrock from blasting for the protection <br />of the public and livestock.
