Section 780.13 (f) Continued. <br />Revised 11/20/80 <br />sonnel. Signs identifying areas as blasting areas will describe <br />the warning and all clear signals. A modulated siren shall be <br />sounded approximately 3 minutes before the blast, a single tone <br />from the siren will signal all clear, and each specific blasting <br />area will be identified as such and all charged holes will be <br />guarded against unauthorized personnel. Access to the immediate <br />blasting site area will be cleared and controlled by qualified mine <br />personnel prior to a blast. While mining and blasting are being <br />conducted in Pit Ill and Pit I12 within 1/2 mile of Jackson County <br />Road 12E traffic control will be necessary. Qualified mine person- <br />nel will, prior to each such blast, clear traffic from Jackson <br />County Road 12E and stop all traffic at least 1/2 mile from the <br />point of the blast. This procedure will assure that no one en- <br />croaches into the blasting area until the all clear signal des- <br />cribed above has been sounded. <br />Kerr Coal will use the explosive equation of paragraph (1)(1), 30 <br />CFR 816.65 to limit the number of blast holes per delay to assure <br />that peak particle velocity does not exceed two inches per second. <br />If deviation from the number of holes per delay should occur, or <br />upon request of the regulatory authority, a seismograph will be <br />utilized to assure compliance with the peak particle velocity <br />limit. <br />A record of all coal and overburden blasts in the format shown in <br />Figure 31, Blasting Record, will be employed by Kerr Coal. Because <br />Kerr Coal has chosen to use the explosive equation in paragraph (1) <br />(1) of Section 816.65, seismographic records will not be used. <br />I . <br />Kerr Coal will conduct blasting only during times announced in the <br />blasting schedule, except where safety requires the mitigation of <br />unavoidable hazardous situations. The regulatory authority must <br />give prior approval for any blasting to mitigate unavoidable hazar- <br />dous situations. <br />780-28 as <br />
