Remove overburden with front-end loader and rock trucks <br />Similarly, the general sequence for drilling and blasting of coal <br />will be as follows: <br />1. Clean coal seam <br />2. Drill blasting pattern <br />• 3. Load drill holes with explosives <br />4. Blast coal <br />5. Remove coal with backhoe, front end loader and coal trucks. <br />Approximate blasting patterns as well as all parameters, timing and <br />sequencing for coal and overburden are shown in Table 55, Blasting <br />Parameters - Coal and Table 56, Blasting Parameters - Overburden. <br />Kerr Coal will comply with all applicable state and federal laws in <br />its use of explosives. All blasting operations will be conducted <br />by experienced, trained, and competent persons who possess a valid <br />certificate under 30 GFR 850, Requirements of Blaster Certification <br />Program. <br />Pre-blasting surveys and assessments of surface structures, cables, <br />transmission lines and wells shall be conducted promptly upon <br />request by the regulatory authority or residents of dwellings <br />780-26 as <br />
