Section 780.13 Continued. <br />• (a) Types and approximate amounts of explosives to be used for each <br />type of blasting operation to be conducted; <br />(b) Description of procedures and plena for recording and retention of <br />information on the following during blasting-- <br />(1) Drilling patterns, including size, number, depths and spacing of <br />holes; <br />(2) Charge and packing of holes; <br />(3) Types of fuses and detonation controls; and <br />(4) Sequence and timing of firing holes. <br />(c) Description of blasting warning and site access control equipment <br />• and procedures; <br />(d) Description of types, capabilities, sensitivities, and locations of <br />use of any blast monitoring equipment and procedures to be used; <br />(e) Description of plans for recording and reporting to the regulatory <br />authority the results of preblasting surveys, if required; and <br />(f) Description of unavoidable hazardous conditions for which devia- <br />tions from the blasting schedule will be needed under 30 CFR 816.65 (b). <br />Kerr Coal will engage in blasting of coal before coal removal. In <br />addition, particularly in unoxidized areas greater than 100 feet <br />deep, a limited amount of overburden blasting also will be neces- <br />sary for two or three thin, hard, sandstone layers which are gen- <br />erally not within the operational capability of the scrapers. <br />780-25 <br />
