Mr. Gary Tuttle
December 16, 1997
Page 3
State Engineer.
7. Exhibits D and
created in the
supply for the
Please describe

G state that a 4 acre lined pond will be
southwestern portion of the permit as a water
concrete, asphalt and washing facilities.
how this pond will be lined.
Pursuant to C.R.S. 34-32-116(7)(g), the Division is concerned
that disturbance to the quality of surface and groundwater be
minimized during and after the mining operation. Please
describe the operation of the concrete, asphalt and wash
plants in enough detail to show how process water will be
handled. Please explain what measures will be used to
protect the groundwater. Your response needs to explain if
all process water pits and/or settling ponds will be lined,
how blow-down water will be contained, and where and what
types of flocculants will be used. In addition, please commit
to protecting the ground below the asphalt loadout by lining
the area with concrete or gravel which is periodically
recycled in the asphalt plant.
8. Please describe in more detail, the slurry wall or walls to be
placed around phases two and three. Show the location of the
slurry wall(s) on map Exhibit C. If two separate walls are to
be installed, explain the timing of their installation. The
mining plan states that sandstone and siltstone underlies the
gravel to be mined. How effective will the slurry wall be if
it is keyed into sandstone and siltstone as apposed to clay or
shale? Discuss the method of installation, the geology of
the underlying bedrock including its permeability, and how the
slurry wall will be keyed into the underlying bedrock. State
the slurry wall depth, the groundwater gradient, and how that
was determined.
9. The mining plan states that the process area will be mined
last. Will on site processing still take place during that
time? If so, please explain where the processing will take
place and how that area will be reclaimed.
10. Please state what spill prevention measures will be used for
fuel tanks. If fuel tanks are to be placed inside an
enclosure, the cost for demolition and disposal will need to
