County Road No. 27 is the primary thoroughfare between Oak Creek and <br />Hayden, Colorado. County Road No. 33 provides access to the mine site from <br />Steamboat Springs. A 5.1 mile portion of County Road No. 33, extending from <br />County Road No. 27 to Colorado Yampa Coal Company's Energy ~1ine No. 3, was <br />recently upgraded to assure safe utilization of the roadway by both local <br />and mine traffic. <br />SIZE AND NATURE OF OPERATIONS <br />With this permit revision application, the Foidel Creek Mine pilot <br />project will be expanded into a 35 year mining operation. Peak production <br />is estimated to be approximately 3.5 million tons per year. Cyprus Western <br />Coal Company and Cyprus Western Coal Equipment Company, both affiliates of <br />TCC, had acquired the rights to mine the coal in the permit revision <br />boundary, and had contracted with TCC to operate the mine. TCC may from <br />time to time subcontract various other portions of the operation to other <br />entities. Coal is hauled either to Tipple No. 1 of Colorado Yampa Coal <br />Company, an affiliate to TCC, or to the Fish Creek Tipple which is operated <br />by TCC. The Fish Creek Tipple operation is described in the Appendix to the <br />Foidel Creek Mine permit in Volumes VIII, IX, and X. Volume VIII contains <br />the text, Volume IX contains tables and figures, and Volume X consists of <br />maps. <br />SOCIOECONOMIC IMPACTS <br />Coal mining has been conducted in Routt County since before the turn of <br />the century. The mining industry has historically provided a reliable <br />source of revenue for the county government, and mining companies have <br />created numerous employment opportunities for Routt County residents. The <br />Foidel Creek Mine will also benefit the economy of nearby communities and <br />generate additional revenue for the county and state coffers. <br />Since the Foidel Creek hiine is an underground mine located in a remote <br />rural setting that was previously disturbed by mining, the impacts on <br />adjacent property owners will be minimal. The Foidel Creek Ptine will have <br />little or no adverse effects upon Routt County social and technical <br />services, because the work force can be recruited from residents of <br />neighboring communities. As many as 400 employees may be employed at the <br />mine when it is operated on the planned long-term basis. <br />2 Revised 12/08/87 <br />
