S/~ ~ INTRODUCTION <br />III IIIlllllllllllll <br />999 <br />Twentymile Coal Company (TCC), a wholly owned subsidiary of <br />Cyprus Western Coal Company is submitting the attached material as a permit <br />revision application to the Foidel Creek Mine pilot project approved by the <br />Colorado Mined Land Reclamation Division (CMLRD) on April 16, 1984 under <br />Permit No. C-056-82. The Foidel Creek Mine project was designed to evaluate <br />the technical and economic feasibility of underground mining operations of <br />the Wadge Coal Seam adjacent to the surface mining operations of Colorado <br />Yampa Coal Company in northwest Colorado. Market conditions and geotechnical <br />constraints encountered during mining in the pilot project phase were used to <br />evaluate the viability of future mining in Twentymile Park. The Foidel Creek <br />Mine has been successful in demonstrating the potential profitability of <br />underground mining in this area. <br />TCC is submitting this permit revision application in order to develop <br />long-range mining operations at the Foidel Creek Mine. All of the material <br />ti deemed necessary by Rule 1.04(30) to constitute a complete and adequate <br />permit application for the life-of-mine operations of the Foidel Creek Mine <br />are included. Responses to the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining, Rule 2-Permits, incorporate the <br />appropriate Performance Standards of Rule 4. This minimizes redundancy and <br />reduces the volume of material to be reviewed, hopefully expediting the review <br />process. <br />The legal, financial, compliance, and related information required by <br />Rule 2.03 reflects the current status of Cyprus Western. <br />GEOGRAPHIC SETTING <br />TCC's Foidel Creek Mine is located approximately 15 miles southwest of <br />Steamboat Springs, Colorado, at an elevation of nearly 7,000 feet above sea <br />level. The portal, mine office, shop, and warehouse complex are situated <br />south of the junction of County Road Nos. 27 and 33 in the Twentymile Park <br />area. All surface support facilities and the underground mine workings are in <br />Routt County, Colorado. <br />1 <br />Revised 3/11/86 <br />
