The narrative presented in this permit revision application <br />demonstrates the legal and moral commitments that TCC has made to the <br />citizens of Routt County and the State of Colorado. TCC will utilize <br />state-of-the-art technology to prevent or mitigate the adverse impacts <br />generally associated with mining. TCC will minimize environmental damage by <br />adhering to the mining and reclamation plans approved by the regulatory <br />authorities and by controlling air and water emissions according to the <br />applicable permit requirements. <br />DESCRIPTION OF ORGANIZATION OF PERMIT APPLICATION <br />TCC has carefully chosen the format for this application after <br />consultation with representatives of the CMLRD and the U.S. Office of <br />Surface Mining (OSP1). The application is arranged to provide for easy <br />reference to specific sections of the regulations. Where applicable, cross <br />references have been furnished to avoid redundancy and facilitate review. <br />Supplemental information is set forth as Maps, Exhibits, Figures, Tables or <br />Appendices. A description of the Fish Creek Tipple operation is contained <br />within Volumes VIII, IX, and X. A comprehensive listing of all Maps, <br />Exhibits, Figures, Tables and Appendices directly follows the Table of <br />• Contents to this application. <br />The actual language of the applicable portions of the 1982 Regulations <br />of the Colorado Mined Land Reclamation Board for Coal Mining, 30 CFR PART <br />740 and 43 CFR PART 3480 have been incorporated into the text and <br />underlined, as a prefix to TCC's technical response. By using this <br />approach, unnecessary cross referencing between the regulation and response <br />is avoided.
