As the Haul road will cross the County road, please provide documentation <br />verifying the County's authorization of such. <br />Section D.10.7 Fencing and Security <br />53. The signs posted every 100 feet along the heap facility containment ponds <br />should not only indicate the use of cyanide, but warn of the toxicity and <br />danger of the chemicals in use. <br />54. The cyanide flo-bin storage area and all chamemical storage areas require <br />storage in an area with impermeable floors and associated containment berms to <br />effectively contain any possible leaks, breaks or spills from the containers. <br />Please specify the location, materials and designs for the chemical <br />containment areas. <br />Section D.12 Accidents and Emergency Response <br />55. Please provide additional information to the Emergency Response Plan <br />regarding any release of cyanide or other hazardous chemicals frort contained <br />areas, including, but not limited to: identification and contact information <br />(phone number, address, etc.) of persons or agencies to be contacted <br />including, but not limited to, the county Sherrif, Colorado Department of <br />Health, Water Quality Control Dlvision, artd the Colorado Division of Wildlife; <br />order in which the various persons or agencies should be contacted; spill <br />mitigation methods, i,e., detoxification materials, methods, and procedures <br />and assurance sampling; spill impact and mitigation monitoring, i.e., water, <br />spill-flow-path soil sampling (including sampling parameters); "ccntrol" or <br />unaffected (adjacent soils, for instance) sampling (including sampling <br />parameters); emergency documentation and reporting procedures; etc. A <br />flow-chart outlining procedures to follow and persons to contact would be <br />helpful to site personnel at a time when quick, deliberate action is required. <br />
