• Travelers on "Slouch Road" will see the full impact of the portal site <br />disturbance as will users of a raid proposed to serve a limited number <br />of future residents on the Pennell Property to the south. Views fran <br />these t~.v areas aze considered to be of minor significance and would <br />not alter the classification of the portal site as being in a Seldom <br />Seen Area. The "Slouch Raid" cazries very limited traffic and the <br />proposed Pennell Property access road may or may not be constructed. <br />Contrast Ratinq: Due to its limited visibility, Contrast Fating work <br />sheets were not prepared for the portal site. Generally, as seen from <br />the narrow window on Stucker Mesa, the portal site fill slope will <br />have moderate contrast and the coal pile a very ~.eak contrast because <br />of its dark color. Contrasts as vieced fran Stec+art Mesa will become <br />even weaker because of the increased distance (greater than five <br />miles). Observers within the Fast Rastcap Creek drainage such as fran <br />the "Slouch Road" will see moderate to strong contrasts between the <br />surrounding terrain and vegetation and the portal site developrt~nt. <br />VRM Class: Since the proposed portal site will be seen by so few <br />observers, it was considered to be in a Seldom Seen Zone resulting in <br />a VRM Class 1V. The potentially moderate to strong visual contrasts <br />which will characterize the portal site are cacg~atable with the <br />Management Objective for VRM Class IV. <br />• ACCESS/HAUL ROAD <br />S-C3~'gI~TP I <br />Visibility: Definition of the visibility of the proposed road is <br />easily established because of the proposed road"s overlapping <br />alignment with the existing "Slouch Road". Disturbance created by the <br />road will be seen in the foreground from various locations along <br />Stevens Gulch Road. The full extent of the disturbance will be seen <br />from Stevens Gulch Road fran locations above the proposed road. <br />Observation points lacer on Stevens Gulch Road will see varying <br />portions of the proposed cut and fill slopes. <br />The proposed road is not observable fran Paonia or the lO.a's' North <br />Fork Valley. It is visible at a distance of four to five mlies from <br />the Minnesota Creek area below Dry Gulch east of Paonia. <br />Contrast Rating: <br />Line & Form: The form and line characteristics of the road will <br />blend with the gentle lines of the surrounding terrain resulting <br />in a weak to moderate contrast. Steak to moderate contrasts are <br />anticipated in vegetational line and form due to the lack of lazge <br />scale tree and shrub material along the road. <br />• 5 <br /> <br /> <br />
