• Segment II extends fran the ridge line to the proposed portal site. <br />This alignment overlays the "Blouch Road" until the last six hundred <br />feet when the alignment droll at a steeper grade to the portal site. <br />The entire length of road is designed as a full bench cut with no fill <br />slopes. Fill slopes created by the existing road will be eliminated <br />by the full bench cut of the proposed road since the new road is at a <br />lacer elevation than the existing road. Existing cut slopes will be <br />replaced by the revegetated cut slopes of the proposed road. <br />WATER SERVICE LINE <br />A water line is proposed which will connect the well field in upper <br />Stevens Gulch to the new portal site. The line alignment will <br />generally follow existing "jeep" roads over the ridge to the west of <br />Stevens Gulch and south through the Fast Roatcap Creek drainage to the <br />portal site. <br />POWER SERVICE LINE <br />Electrical pacer will be delivered to the portal site via a line <br />beginning at a source approximately one quarter mile east of the <br />present entrance to the Orchard Valley Mine. Alignment of the pacer <br />line falls close to the Stevens Gulch Road and the proposed <br />access haul road for much of its length. Proximity to these roads <br />will minimize site disturbance resulting from construction of <br />t~nporary access roads to support structure erection sites. Wood <br />• poles with cross-arms similaz in design and size to the power line <br />serving the existing mine will be used for the new line support <br />structures. Some two-pole (H- frane) structures may be required. Nea <br />poles placed at or near the ridge line may be treated with a water <br />based salts wood preservative which produces agreenish/grey color. <br />This lighter crolor would be less visible against the sky. <br />ASSESSMENT' OF VISUAL IMPACTS <br />The following assessments identify the impacts of the proposed activities on <br />the visual quality of the area in the short term (five yeazs). Long term <br />visual imlxacts aze discussed later in this report. <br />PORTAL SITE <br />Visibility: The proposed portal site, with the exception of a very <br />narrow window affecting a small part of west Stucker Mesa and Stewart <br />Mesa, is not seen by observers outside of the immediate area of East <br />Roatcap Creek. Line-of-Sight sections (See Fig.I.-IV.) identify the <br />boundaries of this window as an area approximately one quarter of a <br />mile wide to the west of the Stucker Mesa county road. In that <br />windaa, only a portion of the portal site fill slope will be visible <br />along with the upper portion of the coal pile. Ekistenoe of the opal <br />pile is not anticipated after twv yeazs. The other proposed <br />• structures will be screened behind the cut slopes and existing <br />vegetation which will be Yetained at the crest of the ctit slope. <br />.e Travelers on "Blouch Road" will see the full impact of the the <br />portal site disturbance as will users of a road proposed to serve a <br />4 <br /> <br />
