ASPHALT PRODUCTION - A portable asphalt plant may be erected on the site from time to <br />time. Material crushed on site is used for asphalt production. Maximum production for the <br />portable plant is 2000 tons per day. Asphalt production is seasonal and normally occurs <br />between April and October. The plant will not be at the site more than 6 weeks per year <br />and cannot be on site more than 30 days at a time without special County approval. A <br />Typical Site Plan can be found at the end of this section. The plant meets or exceeds all <br />State and Federal pollution requirements, and is inspected on a regular basis by corporate <br />and governmental authorities. A copy of the Construction (emission) Permit for the asphalt <br />plant most likely to occupy the site is included within the appendix. Components associated <br />with the asphalt plant include: liquid asphalt storage, aggregate feed bins, mixer, <br />conveyors, lime silo, truck loading equipment, power supply and distribution. <br />HAUL ROAD -The existing roads and access serving the site are well maintained and are <br />in good condition. Access to the site is gained from Routt County Roads: 129,62 and 62A, <br />all of which are paved with gravel shoulders and no sidewalks. Most of the material <br />removed from the site travels east on CR-62 to CR-129 and then either north or south to the <br />delivery point. Trucks are restricted on CR-62 north of CR-62A, except for local deliveries. <br />CR-62 is generally level with a few short roadway crests. Sight distance is adequate. <br />Speed limit and other traffic control signs can be found at strategic points in and around the <br />operation area. Water is used on a continual basis to control dust on the haul roads and <br />within the mining area. <br />• A maximum average of 122 trips per day occurred in 1999. <br />• Peak months are May through September. <br />• The existing bridge on the Elk River is rated at "HS 20" by Routt County. <br />PETROLEUM STORAGE AREAS - An asphalt oil tank and a diesel fuel tank are <br />located adjacent to the asphalt plant when it is present on site. The portable asphalt <br />plant brought to the site may have attached portable tanks for asphalt oil and for diesel. <br />These tanks will have built in secondary containment for the full volume of the tank in <br />case of a spill. Also, a diesel fuel tank will be located near the portable gravel-crushing <br />unit. All fuel is stored in above ground tanks and will have containment dikes to prevent <br />any discharges of fuel from leaving the site or percolating into the ground. Dikes are <br />constructed in a fashion to contain at least 110 percent of the volume of the largest fuel <br />storage vessel within the containment area. A Handling and Disposal of Petroleum <br />Products Policy has been established and can be found in the appendix. A key element <br />of the policy includes annual training for all workers at the facility for spill containment <br />and controls in the event that a spill should occur.
