Mr. Larry Oehler
TETRA TECH RMC Adequacy Response M-2004-044
November 22, 2004
stared in places and configurations to minimize erosion. The Board may
require immediate planting of an annual and/or perennial on topsoil stockpiles
for the purpose of stabilization. " Please provide plans to place topsoil stockpiles
in conftgurations with less erosive slopes and provide a plan to stabilize the
stockpiles if they are to remain in place without being used in reclamation for a
significant amount of time, such as more than one year.
The note regarding stockpile slopes was in reference to stockpiles within the
floodplain. We have revised the note on the Mining Plan Maps to reference a
maximum of 3:1 slopes on the overburden and topsoil stockpiles located above
existing grade. The topsoil grass-covered screening berms will be a maximum of
4:1. In addition we have added a note on the Mining Plan Maps, "overburden and
topsoil stockpiles above existing grade that are expected to be present for over 1
year will be seeded with a temporary seed mix as weather permits."
I8. Since there will be an abundance of topsoil for reclamation. Please commit to
replacing a depth of topsoil ojno less than 12 inches. Grasses are more readily
established on soils ojll inches or more and will remain vigorous.
We have added a note on the Reclamation Plan Maps to incorporate this request.
19. Your reclamation plan includes planting cotton wood trees within a UDFCD
maintenance and access easement. Please address the District's concerns about
the cottonwood tree plantings (item 7 UDFCD letter to DMG dated 8-6-04).
Obtain the District's approval ojthe cottonwood tree planting plan, in writing,
and provide a copy of the approval to the Division.
Based on the Division of Wildlife (DOW) correspondence to the Division, we
have revised the proposed plantings shown on the Reclamation Plan Maps.
Originally the Maps proposed 50 cottonwood trees along the South Platte River.
Based on the DOW recommendation for diverse wildlife habitat, we have reduced
the total number of cottonwoods to 40 and proposed the additional shrubs and
plantings as recommended.
Pursuant to our telephone discussion with Brain Kohlenberg of Urban Drainage
and Flood Control District on November 10, 2004, we have added a note to the
Reclamation Plan Map which states "At reclamation, Aggregate Industries will
attain UD&FCD approval of planting locations within the UD&FCD easement
along the South Platte River prior to installation."
Exhibit F-Reclamation Plan Map
H:\3919_019_01 VvfLR©\DMG KesponseV st Adequacy Response to DMG 11-5-04-doe
