Mr. Larry Oehler
TETRA TECH RMC Adequacy Response M-2004-044
November 22, 2004
1. Please add contour lines to the Phase 1 and 2A areas that show the expected
physical appearance with enough detail to portray the direction and rate of
slope.
The Reclamation Plan Maps have been revised to show topographic contours in
the Phase 1 and 2A areas. The contours shown are based on approximate water
table elevation and requirements for wetland reclamation If additional silt
storage is required, the areas could be reclaimed as upland and will be filled two
(2) to three (3) feet higher than elevations shown. This is denoted on the
Reclamation Plan Maps.
2. The reclamation contour lines for the West Fil[ Area on the sheet 6 of 7 map
are the same as the contour lines from the Mining Plan Map sheet 4 of 7, even
though your plans include filling the area with overburden, clay lens material
and topsoil. Your plan includes grades of 2% and 4h : 1 v at the Brantner and
Brighton Ditches. Please show the expected topography of the area with
contour lines, in the same manner as you have shown them for the Phase 3
area.
The Reclamation Plan Maps have been revised to show topographic contours in
the West Fill Area.
Exhibit C -Water Information
1. Aggregate Industries must commit to provide the Division a copy of an approval
letter from the State Engineers Office for a water augmentation plan or
substitute water supply plan prior to exposure of groundwater in Phases 1, 2, 3
or 3A.
A copy of the Temporary Substitute Water Supply Plan was submitted to the
Division with the original application materials in June 2004. Aggregate will
continue to work with the State Engineer's Office and to operate in accordance
with their requirements.
2. Provide to the Division copies ojagreements between Aggregate Industries and
the Brantner Ditch Company and the Brighton Ditch Company that A. I. Will
mitigate any loss of water from the ditches during dewatering of the Tucson
South Resource grave[ mining operation. Or obtain letters from the ditch
companies stating that they have reviewed the dewatering plans and that they
do not expect damage to their water rights.
Based on the groundwater model, there will be no impact to the Brighton or
Brantner Ditches from mine dewatering operations. The mining setbacks to the
Ditches were based on the Stability Analysis. We have requested a statement of
H:\3919_OI9_OIVN LRB\DMG Response\Ist Adequacy Response to DMG I I-5-04-doc
