Once <br />mined, these areas will be backfilled with silts or wash fines from the processing <br />area. Silt basin wetlands can be successfully established using wetlands seed <br />mixes. The Reclamation Cost estimate for bonding includes a cost for wetlands <br />seed in Phase 1. <br />14. Almost 76% ojthe wet meadow seed mix in your plan is Rocky Mountain Iris. <br />This plant is marginally suited for the area and the NRCS recommends that the <br />percentage of the mix for this plant be reduced to S - 10 percent. Incorporate <br />this recommendation into the seed mix and adjust the seeding rates for the <br />remaining species in the mix accordingly, or explain why this recommendation <br />will not be followed. <br />The 76% in the original table was based on weight. The wetland seed mix table <br />on the Reclamation Plan has been corrected. <br />15. The Division and the NRCS recommend that seeding of reclamation species be <br />done between November 1°` and April30`~. Please incorporate these seeding <br />dates into your plan or provide another range of seeding dates and explain why <br />they are proposed. <br />Aggregate Industries agrees with the NRCS recommendation, however <br />occasionally weather conditions, such as a wet spring, may hinder seeding and <br />increase erosion during these months. A greater window of flexibility is needed <br />for seeding. We have added a note on the Reclamation Plan Maps "Seeding will <br />be done during the first favorable seeding season following topsoil placement. <br />Based on recommendation of the NRCS, it is anticipated that seeding will be done <br />between November 1 s` and April 30t~, unless weather conditions require seeding <br />outside these months." <br />16. The Division and the NRCS recommend that 4,000 pounds per acre of certified <br />weed free straw crimped into the soil be used as a mulch to help with the <br />establishment of reclamation species on the 3h : Iv slopes. Please commit to <br />this recommendation or explain why it will not be used. <br />We have added a note on the Reclamation Plan Maps, "Certified weed-free straw <br />crimped into the topsoil will be used where grasses will be established above the <br />high water line on the reservoir side slopes, or new seeds will be planted into a <br />cover crop." <br />17. Your configuration for some, if not al[, stockpiles of topsoil is 300 feel long 100 <br />feet wide and 30 feet high, with 1 h : 1 v side slopes.
