Mr. Robert E. Wright, Jr. -2- May 11, 1984
3. The mining plan should state how the operation will avoid interaction
with the drainageway that is close to the mining operation. Several
questions come to mind in this regard:
/ a. How close is the permit boundary to the drainageway?
~b. Is the drainageway an ephemeral stream, one that flows periodically,
or a perennial streaml
~c. A setback or undisturbed buffer strip is usually maintained between
a mining operation and a stream. A rule of thumb distance is 100'.
Please clarify the plans in this regard.
/ d. How does the haul road cross the adjacent drainageway? Is a culvert
v planned for this crossing?
J e. How will sediment be kept on the mining site and be kept from
entering the drainageway? A berm or a sediment pond is often used
for this purpose.
4. Is the haul road pre-existing, or is it to be constructed as a part of
Exhibit C
J1. The sequencing outline sketch (pit layout) and the locator map are both
the mining operation? Any road constructed or greatly improved as a
part of a mining operation must be a part of the permit area and
reclaimed as such.
J 5. It is correct to state that the maximum depth of mining will be 15' ?
helpful. However a slightly different map is needed to make the mining
plan clear. Another large outline map should be provided that has a
A.,y scale and shows relevant features adjacent to and within the proposed
~i-urc3 permit area. (You may be able to modify the sequence sketch for this
~'~` ~sd~? purpose.) Items such as the nearby drainageway and typical topsoil
4/ifU~^ stockpile locations should be shown. Any permanent manmade structures
_`p~a within 200' of the permit boundaries should also be shown.
Exhibit D
Jl. Water Resources - Reference my comments above concerning the nearby
drainageway.
J 2. Vegetation Information - a site-specific inventory of the vegetation on
the permit area should be provided. The Soil Conservation Service can
provide this information on their CO-ECS-2 form.
S. ;IS
J 3. s Information - The soils found on the permit area should be
described. Again, the Soil Conservation Service can provide this
information to you.
