I • •
Mr. Robert E. Wright, Jr. -3- May 11, 1984
Exhibit E
1. Unless the area to be reclaimed is extremely inaccessible to equipment,
hydromulching is not a strongly recommended practice. I suggest instead
that the operator commit to a revegetation plan that includes the
following:
a
i ~ a. Replacement of all topsoil and a commitment to a minimum replacement
~' I ~ depth;
J b. A drilled seeding mixture, giving the amounts of each species in
lbs. PLS (pure live seed) per acre;
Jc. A commitment to fertilization, as necessary;
J d. A commitment to mulching, as necessary;
J e. The type of seedbed preparation needed; and
/f. The time of year for seeding.
U The Soil Conservation Service can provide this type of plan using their
CO-ECS-S form. I suggest you contact them.
/2. The plan should be compatible with your selected end land use which will
\V/ be specified under application item 15.
/3. The reclaimed area should be protected from grazing until reclamation is
Y complete (typically, 3 years after seeding) using fencing.
,/ 4. Will the phased nature of this operation allow concurrent reclamation?
Y I have tried to be as comprehensive as possible in this review so as to
minimize our necessary correspondence. Please feel free to call me if you
have any questions about this letter.
Sincerely,
~-~
Mark S. Loye
Senior Reclamation Specialist
MSL/eap
Doc.
