<br />' <br /> S.~ <br /> <br /> Implementation and Adjustments <br /> <br /> 5.1 Recommendations <br />' <br /> A protocol has no purpose if not agreed to, implemented properly, and adhered to until <br /> the information goals have been reached. To ensure that occurs, there are a couple of <br /> important steps that may be useful. First, as many stakeholders as possible should read <br /> this protocol. Cazeful review of the information goals is essential to creating a protocol <br /> that answers the right questions. Comments and input should be received and <br />' incorporated in the protocol to the greatest extent possible. Particularly, a conclusion <br /> must be reached about the confidence interval that is acceptable to all parties. If possible <br /> decisions that are agreed to, including information to be produced, definition of a <br />' <br />" <br />' violation <br />, and mitigation processes should be put in writing and included with the <br /> monitoring and protocol documentation. This may help avoid misunderstanding and <br />' conflict at the time results are developed. <br /> Second, Lafarge field personnel (or whoever is responsible for monitoring activities) <br />' should be given the opportunity to read the protocol, ask questions, and be trained and <br />educated in the procedures and their importance. Without good, consistent data, the <br /> results of the monitoring will be tainted and perhaps unusable. <br />' Finally, Lafarge management must be aware of the commitment required to create useful <br /> information, and be willing to accept the responsibility of ensuring the protocol is <br />' implemented. Further, both Lafarge and its neighbors have important roles to play in <br />agreeing to mitigation efforts and implementing them if necessary. Once these small <br /> steps have been accomplished the chances of successfully meeting the goals of the <br />' protocol will be greatly improved. <br /> 5.2 Modifications <br />' Due to uncertainties and potential changes in circumstance, it may become necessary to <br /> change this protocol. It is recommended that the same process be used to make changes <br /> as was followed to create the original. Allowing all stakeholders input and comment <br />' helps eliminate conflict in the end. A few technical considerations are necessary also. <br /> Particularly, if the total number of measurements changes significantly or the frequency <br /> of measurements changes, a re-evaluation of the statistical methods will be required. As <br />' mentioned previously, different tests require different types of collected data. The tests <br /> used in this protocol have been selected based on the expected type of data available. If <br /> the mining schedule changes, or budget constraints or other factors change how often <br /> measurements are taken, these changes need to be reflected in the analysis procedures. <br /> <br /> 14 <br />
