Section 816.151(c) Continued. <br />crossings shall be made using bridges, culverts or other structures <br />designed, constructed, and maintained to meet the requirements of 30 CFR <br />816.153. <br />No stream fords will be made. All stream crossings shall be <br />made using culverts per 30 CFR 816.153 (c). The location, <br />size, drainage area and maximum flow rate are shown on Map <br />1, Kerr Mine Area Mine Plan. Most of Kerr Coal's road <br />construction is done during the dry summer and fall months <br />at which time there area no flowing streams in the proposed <br />road construction areas. This construction will no <br />aggravate erosion, increase sediment load or have any <br />adverse effects on fish and their habitat or other <br />environmental values as further documented in Section 816.97 <br />(d). If, during construction, it becomes necessary because <br />of wet weather to ford otherwise dry streambeds, Kerr Coal <br />will place temporary culverts to avoid environmental damage. <br />(d) Class I Roads shall be located to minimize downstream <br />sedimentation and flooding. <br />As shown on Map 1, Kerr Mine Area Mine Plan, and Map 26, Kerr <br />Tipple Area Existing Structures, all Class I Roads have been <br />located on hillsides and ridges, thereby minimizing erosion, <br />downstream sedimentation and flooding. <br />Section 816.152 Roads: Class I: Design and Construction. <br />Class I Roads shall be designed and constructed or reconstructed in <br />compliance with the following standards in order to control subsequent <br />erosion and disturbance of the hydrologic balance: <br />C: \WORK\PR1\KERAUUG92.
