Doc Date:12/1 02/1 p~ <br />(1~ Section 816.151 Roads: Class I: Location. <br />l 1~ <br />III IIIII~'lllllllll <br />(a) Class I Roads shall be located, insofar as possible, on <br />ridges or on the most stable available slopes to minimize erosion. <br />Except for the northernmost 2,500 feet of Road A, existing <br />Road A, proposed Road B, and the Tipple Road are located out <br />of drainages on gently rolling slopes. The gently rolling <br />slopes (5%-127%} offer very stable roadbeds. <br />The northern 2,500 feet of Road A is located ont he side of <br />a steeply sloping hill (20%-30%). This portion of Road A <br />was formerly Jackson County Road 12E and was cut into the <br />slope and put on a full bench. It has proven to be a stable <br />roadbed under coal haulage traffic for several years. <br />All roadway drainage will be released below the toe of road <br />fill to minimize erosion. <br />(b) No part of any Class I Road shall be located in the channel of an <br />intermittent ar perennial stream unless specifically approved by the <br />regulatory authority. <br />As can be seen from Map I, Kerr Mine Area Mine Plan, and Map <br />29, Kerr Tipple Area Existing Structures, all existing and <br />proposed Class I Roads are located will away from the <br />channels of intermittent or perennial streams, except at <br />stream crossings. <br />(c) Stream fords are prohibited unless they are specifically approved <br />by the regulatory authority as temporary routes during periods of <br />construction. The fords shall not adversely affect stream sedimentation <br />or fish, wildlife, and related environmental values.
