Section 816.150(d) Continued.
performance equal to or better than that resulting from Class I Roads
complying with 30 CFR 816.151.156.
(2} The design shall incorporate the demand for mobility and travel
efficiency, based on geometric criteria, both horizontal and vertical,
appropriate for the anticipated volume of traffic and weight and speed
of vehicles to be used.
Design and construction of all Class I Roads will be supervised
and certified, as appropriate, by a registered professional
engineer with extensive road design experience. All Class I Roads
are designed in accordance with 30 CFR 816.151-816.154. Kerr Coal
does not proposed the use of alternative specifications.
Design is based upon the volume of traffic and the weight and
speed of vehicles employed by Kerr Coal. The Company's coal
haulage fleet consists of eight Kenworth 450 tractors with Hobbs
25 ton rear-dump trailers. These vehicles have a maximum GVW of
41.5 tons. The posted speed limit at the mine and tipple is 35
m.p.h. After studying the equipment specifications and consulting
the Bureau of Mines Information Circular IC 8758, "Design of
Surface Mine Haulage Roads - A Manual", the Class I Road design
parameters were determined as follows:
Design Speed 40 mph
Maximum Sustained Grade 8%
Minimum Curve Radius 500 feet
Minimum Length
Vertical Curve 350 feet
Roadway Width:
Existing Roads 30 feet
Proposed Roads 50 feet
c:~wou~run~wuartrsav
miovn~pm 816-178R Revised - August 1992
