Aowever, in the event of a temporary shutdown, surface facilities, including equipment and storage facilities, will be secured to insure against hazard to the public health and safety and to the environment. More speci- fically, all entrances to the mine and tipple operations will be barricaded and locked; all buildings, equipment, fuel storage and other facilities will be locked, and Kerr Coal will employ a watch- man to insure against hazard to the public health and safety and to the environment. (b) Before temporary cessation of mining and reclamation operations for a period of thirty days or more, or as soon as it is known that a tem- porary cessation will extend beyond 30 days, persoas who conduct surface mining activities shall submit to the regulatory authority a notice of tion to cease or abandon mining and reclamation operations.
