• <br />Section 816.131 (a) Contlnued. <br />Because of existing contractual demands, Kerr Coal does not antici- <br />pate any temporary cessation of operations. Aowever, in the event <br />of a temporary shutdown, surface facilities, including equipment <br />and storage facilities, will be secured to insure against hazard to <br />the public health and safety and to the environment. More speci- <br />fically, all entrances to the mine and tipple operations will be <br />barricaded and locked; all buildings, equipment, fuel storage and <br />other facilities will be locked, and Kerr Coal will employ a watch- <br />man to insure against hazard to the public health and safety and to <br />the environment. <br />(b) Before temporary cessation of mining and reclamation operations for <br />a period of thirty days or more, or as soon as it is known that a tem- <br />porary cessation will extend beyond 30 days, persoas who conduct surface <br />mining activities shall submit to the regulatory authority a notice of <br />tion to cease or abandon mining and reclamation operations.
