of application will be according to the recommendations of the herbicide
manufacturer and in accordance with any other applicable law, regulation,
or restrictive authority.
Insect infestations, primarily grasshoppers, are cyclical. •In the
event of a bad year, control measures will be taken as required using rec-
ommendations made by the local Cooperative Extension Service, the Colorado
Department of Agriculture, or other approved scientists. In such a year,
government agricultural agencies usually take the lead in establishing
spraying programs on public lands and encouraging treatment on private land.
Recommendations of these agencies will be followed. In lieu of such recom-
mendations, specifications found in the Pesticide Users' Guide, published
by the Colorado State University Cooperative Extension Service, will be
followed. It is hoped that small mammals will not be significant pests.
Reclamation success will be determined by area sampling for cover and
~ productions of herbaceous species using techniques as applied in deter-
mining the vegetation baseline. Sampling methodology for evaluating recla-
mation success will be the same type cluster sampling techniques used for
the vegetation baseline report, this time comparing the reference areas to
reclaimed for herbaceous cover and production. Statistical treatment of
sample data is presented in the vegetation baseline section of the permit
application. Herbaceous production and total cover for the most productive
areas as determined in the baseline report will be matched or exceeded in
the reclaimed areas. More to the point, the carrying capacity for livestock
grazing will be significantly improved, probably in the range of 100 to 200
percent. It will be recommended to the landowner that future grazing of the
mined areas be conducted on some kind of rest-rotation grazing plan to pre-
serve the quality of the range resource.

2-85 rv-15
