• Page 3 March 6, 2002
Disposal of Crusher Fnes and/or Waste Asphalt: Crusher fines are recycled bads into other gravel pit
products. As such rare of these materials will be disposed of in the crushed fines form. The suk (6)
year history of the e~dsting gravel piton the seatrorse Ranch, Seahorse Pond Gravel Ptt denotes that at
no time have crushed fines had to be disposed of. W~te asphalt. all production of asphalt at this site
shall be completed by an asphalt plant contractor. As a corbition of the contract to produce asphalt at
this site, all asphalt waste is to be hauletl off the site and disposed of at and EPA and State of Cdorado
approved site. No asphalt waste is stored at the gravel ptt site.
Containment nt Hydrocarbons: Fuel (diesel) fwthe excavating and processirn~ equipment is stored at
the gravel pit site. Said fuel is stored in portable tanks of less then 5000 gallons. See drawing Exhibit
"C for the location nt the portable tank The tank location is to include an earthen containment around
the tank location. No other hydrocarbon materials are stored with in the gravel pit site. Note, materials
such as tube, hydraulic, dl, etc. are stored at the American Concrete and Gravel maintenar>ce facllity.
Said fadltty is located just to the north of the Tomichi Creek, on Industrial Park road.
Excavating the margin areas: The perirt~er nt each arm is to be excavated to a depth of 10'-0"
orating a slope of 3.0 to 1.0. An access road to the center portion of area "B" is to be left for use by
the equipment to complete excavatirxl this area. Upon completion of excavating this area, this access
road wiA be excavated to a depth ~ 10'-0" with a 3.0 to 1.0 slope. Upon opening of area "A° the
perimeter of this section will be excavated to a depth of 1(Y-0" creating a slope nt 3.0 to 1.0. Two
perimeter areas are to be excluded, along the existing Griffin # 1 D'RCh and along the stockpile and
equipmenVprocessing area. When opened the entire perirr~er nt area "C° will be excavated to 10'-0"
kxeating a slope of 3.0 to 1.0. As each of these perimeter areas are excavated and sloped, they are to
be reclaimed as called for with in the reclamation plan.
Perimeter Sloping, ling trenches. To address the concerns of reclamation should excavating of the
areas interior stop after the perimeter areas are excavated. The inner side of the perimeter excavated
area shall be sloped to match the outer slope. This inner surface slope will be removed as the interior
of this area is excavated.
Excavating interior areas. Excavating of the interior areas will result in slopes of 2.0 to 1.0 starting from
the perimeter scope (117-0" depth) to the bottom of the excavated area. The depth of the excavated
area is detemtined by two factors. (1) maintaining a 2.0 to 1.0 slope and the width of the spedfic arm.
(2) 'rf usable gravel and sand materials are found as the excavation process continues. The exception
to this slope Me will be roads necessary to more material out of the excavated areas. Said slope wiU
be created upon dosing of such a road.
Redarnation liability, acreage effected. During the first phase of the excavating process. approximately
9 acres will be effected. The area "B" is to be excavated during this phase. Approximately 6 aces on
the south side of the Old Railroad Grade Road is to be used for processing, stockpiling and equipment
parking. During the second phase the entire 12.10 acres of area "A"and 1.5 acres of arm "B° vur11 be
effected. During the third phase the entire 24.65 acres of area "C", plus 6 acres nt arm "A" and 1.5
aces of area "B"are effected. It is to be noted that the 6 aces used in arm "A" for stockpiling,
processing and equipment parking will be excavated as the last phase of this project. During this time
period all stockpiling, processing and equipment parking will be moved across the bridge to other
American Concrete and Gravel owned property (off site).
