J • Page 2 March 6, 2002 Griffin # 1 Dttch: This ditch is planned to be realigned. In general, tt will be set to the south edge ~ the gravel pit bourxlary and reenter the existing ddch at the north west comer ~ the gravel pit area. AY the point at which the realigned ddch meets the existing ditch, is the pdM where the ditch enters existing hay meadows. At present, this drtch runs east to west on the Seahorse Ranch properly line at the north boundary of the west portion of the gravel pit area. As such the reentry of the realigned drtch to the existing ditch is inline with the ditch's function to provide irrigating water to the existing hay meadows. See drawing Exhibit "D°. Realignment of the ditch does not at any time go "up hill". tt is to be noted that Gately Living Trust, Seahorse Ranch is responsible for the realignment of the Griffin # 1 Ditch. The Seahorse Ranch will complete this portion of this project, when tt is deemed that tt is necessary to make the realignment. The resigned Griffin # 1 DRch will be on Seahorse Ranch property, will at some pdrrts run through the undisturbed portions of the gravel pit Overall boundary. As to the timing to realign the Griffin # 1 Ditch, R is yet to be detennined. Current estimates are that the ditch wiA be realigned some time beUmeert the 6 and 10 year after the start of excavating of the Overall site. See drawing Fxhibrt "C", ~I operations of the Seahorse Ranch Wes[ Gravel Pit are confined to the locations as noted on this drawing. See drawing Exhibit "E", this drawing demotes directions of excavating. And, denotes that portions of excavated areas to be rectaimed along with the excavation process. Exhibit B - Mirring Plan (Rule 6.4.4) Perimcter fence: The perimeter ferxe is an agreed to item between the Seahorse Ranch and American Concrete and Gravel, LLC. One perimeter fence will be constructed. The Old Railroad Grade Road is to be with in the Overall gravel pit area. Agate already exists on the bridge i.e. entrance to the gravel pit, a second gate will be located at the east end of the road i.e. boundary of the gravel pit. Old Railroad Grade Road: This is the road that is to be use to enter and exit the gravel pit All entry arxf ept to the gravel pit area will be over the existing bridge, west end of the Old Railroad Gratle Roatl. Griffin # 1 Ditch: tt is undetermined just when this dttch will be realigned. tt is expected to be realigned some time between 6 and 10 years after the start of excavating at the site. Discharge of water. See drawing F~ibit "C". See F~khibit "G", this is a copy of the application "Process Water And Stormwater Discharges Assodated WRh Sand And Gravel Production Operations (And Other Nonm~allic Minerals Except Fuel)". The discharge of water from the excavated sites will be entirely on to S~horse Ranch property. This water will flow on to hay meadows, and through various inigating dttd~es, thus, returning to ground water and fdlowing normal hay meadow run off. Wash Plant See drawing Exhibit "C". Silt will be dredged fran the silt pond and will be stockpiled, as shown, and sold as a gravel pit product. Equipment used for excavation, grading slopes, topsoil replacement, processing material, and hatching on stte. The equipment to be used falls under two headings. (1) Excavating/processirrg/batching. All extavating, processing and batctting shall be completed with porfaWe equipment. See drawing Exhibit "E" far site locations. Excavating shall be completed using tracked type excavators, wfteeled front loaders and tracked bulldozers. Processing of materials shall be completed using portade crushing, sorting antl handling equipment. Botching, i.e. asphalt hatching. Concrete hatching is completed off site. Asphalt plarris shall be portable in structure. Ncte, asphalt hatching is a seasonal process, an asphalt plant will only be on site during the warm weather months. (2) Reclamation grading and topsoil replacement. Wheeled motor graders, wheeled front loaders and tracked kxavuler dozers shall be use to complete this type of work.
