• Page 4 <br />March 6, 2002 <br />Topsoil. It is our error that we stated that topsoil is to be stockpiled with in the set back areas of any of <br />the excavated areas. These set bads areas are to remain undisturbed areas, and are not to be a part <br />of the excavating operation in any way. Topsol at the werMl site varies by area. Wrttrin arm "B" very <br />limited amount of topsoil exists. In 60% of the area, no topsoil exists. The topsoil that does exist is to <br />be stockpiled on the arm just to the south M the Old Railroad Grade Road. Repose area "B" is small <br />and its perimeter is to be redairned as a first step of the Overall excavation, said topsoil will be used to <br />reclaim the perimeter areas. Area A" contains from zero inches of topsoil to 14" (depth) of topsoil. As <br />this area is opened the topscl will be stod~iled on the interior area. A portion of the topsoil will be <br />used to reclaim the perimeter areas. If any topsoil rernans after reclaiming the perimeter, tt will he <br />stockpiled at the staging area currently used for the Seahorse Porrd Gravel Pit. This loption is 0.5 <br />miles east along the Old Railroad Grade Road, and is on Seahorse Ranch property. tt is undetermined <br />if any extra topsdl material will result from this area. Area "C" contains from 2" to 20" (depth) of topsoil. <br />The topsoil will be stockpiled on the interior of the area when tt is opened. A portion of the topsoil will <br />be used to reclaim the perirrr~er of the area. Any remaining topscl will be stockpiled the same as <br />rested fw area "A". <br />Tomichi Creek setbacks, see drawing Exhibit "B". The Corps of Engineers and Seahorse Ranch <br />agreed to setbacks along the Torrrichi Creek. The setbacks are 75'-0"from the high water mark for this <br />area of the kxeek The exception to this is the northeast corner of area "B". As shown on the drawing <br />the set bads and Overall area of this comer is to be an undisturbed area. This area contains a wetland. <br />In determirting an acceptable setbedc distarxe, a consideration was given to the fad that the perimeter <br />of the excavated area would have a 3.0 to 1.0 slope area. And that this area would be reclaimed as <br />soon as tt was excavated. The slopes with in the unrsturbed setback areas varies, but is very shallow. <br />Using 10'-0" horizontal measurements the slope is not greater then 2" for each 10'-0". This sloping <br />toward the Tomichi Creek The agreement with the Corps of Engineers is that the 75'-0" setback area <br />is to remain undisturbed. The riverbanks are not to be graded or other wise structurally changed. This <br />area of the Tomichi Creek contains relatively high banks and has a history of not flooding. tt has been <br />agreed to add additional cottonwood trees and native willows to these setback areas. <br />Exhibit E -Reclamation Plan (Rule 6.4.5) <br />Depth of topsol, perimeter areas. Topsoil will be placed in this areas to a depth of 12". <br />Revegetation Plan. The revegetation plan consists of the revegetation ct the perimeter sloped areas, <br />and as stated sorrre of the setback areas. These areas will be revegeTated using three variations ~ <br />plantings. These areas will be seeded with grasses that are corrurron to the existing connecting hay <br />meadows. The grasses consist M Redtop, Amerign Sloughgrass, Bluejdnt reedgrass, Slender <br />wheatgrass, Quackgrass, Canary reedgrass and Timothy. These areas will be seeded during the fall <br />season after the slope has been created. The seeding metlwd is to be "broadcast". NarrowleaF <br />cottonwood trees are to be planted along the outer edge of the sloped areas. These trees are to be <br />concentrated along the Torrrichi Creek and Seatxxse Ranch boundary areas. The trees will not be <br />planted closer then 10' - 0" a part, and may be panted further a part depending on the location. <br />Sandbar willow is to be planted at various locations along the entire perimeter of the exgvated areas. <br />These willows witi be planted using a duster approach. All tree and willow planting will take place in the <br />spring following the kxeation of the sloped areas. It is to be rroted that tMs revegetation plan is designed <br />to restore the area to existing hay n>eadOws and riverbank habitat around the newly aeated pond and <br />lake. <br />Lake sizes. See drawing "F'. <br />Setback areas. As described above these areas are to remain undisturbed. <br />Perirrreter slopes. The scopes for all perimeter areas are fo be 3.0 to 1.0 to a depth of 10'-0" ct water. <br />Slopes beyond the 10'-0" depth are to be 2.0 to 1.0. <br />Exhibit F - Redarnation Plan Map (Rule 6.4.6) <br />
