<br />32. Show the power line that traverses the permit area to the ranch headquarters on the Pre- <br />Mining Plan Map. List the power line and the owner in the appropriate exhibits. If an <br />easement is associated with the line, show it on the map and list the owner. <br />33. Submit data concerning the effects of blasting operations on structures within 5000 feet. <br />Provide charge type and weights and scaled distances to structures. <br />EXHIBIT E -Reclamation Plan <br />Your Pre-Mining Plan Map (which should be labeled Pre-Mining/Mining Plan Map) <br />indicates that overburden materials and topsoil will be stored in the same stockpiles. Please <br />show the locations of segregated overburden and topsoil stockpiles. <br />2. It was noted during the pre-operation inspection that blue grams grass is the predominant <br />specie of grass, especially in the gravel extraction azeas. Please incorporate this grass as a <br />major component of the final revegetation seed mix. <br />3. Your reclamation plan states that the sandstone and granite quarries will be lef[ as mined, <br />and that no topsoiling or revegetation of the benches will be done. The Division of Wildlife <br />(DOW) has encouraged our Division to review this portion of the reclamation plan with you <br />to determine the feasibility of revegetating the benches for wildlife benefit. The DMG <br />requests that you commit to salvaging all topsoil and overburden economically feasible to <br />salvage in the quarry areas for use in reclaiming the benches, to the degree possible. Your <br />Exhibit I -Soils Information 2.2 and 2.3 indicate that there is some salvageable soil on 25- <br />33% of these extraction azeas. We also request that you consider placing waste rock such as <br />crusher fines on the benches mixed with whatever soil and overburden that is available to <br />create the best possible plant growth medium. We also request that you work with Chris <br />Kloster of the DOW to develop a revegetation seed mix and planting plan to establish <br />vegetation on the benches beneficial to wildlife. These species should be selected from your <br />Table J-1. Mr. Kloster's phone number is (719) 561-4909. <br />The Division is awaze of the problem of the lack of soiUoverburden to salvage, and the <br />difficulty of salvaging it. Please feel free to limit this type of reclamation to those azeas you <br />feel you may be able to provide a plan[ growth medium. The Division will take the lack of <br />materials and difficulty into consideration when determining compliance with reclamation <br />standards and bond release. It would be much more responsible on your part and the <br />Divisions if some attempt is made to revegetate the benches. Please also consider using soil <br />materials borrowed from another location on the ranch property. However, such a location <br />would have to be added to the permit. <br />4. If you decide to resubmit your mining plan to show a phased mining operation as you have <br />indicated in discussions, provide a plan or schedule (see Rule 6.4.5(2)(e)) indicating how <br />and when reclamation will be implemented, tied to completion of different stages or phases <br />of the operation as described in section 6.4.4(I)(e) of the construction materials regulations. <br />
