24. The Division received a comment letter from Susan Steers, in which she states "Our own
well source may be interrupted because of their (Agile Stone Systems) activities:'
Determine the location of her well and demonstrate to the Division that the pumping of your
proposed well and/or blasting will not interfere with the quantity or quality of water at her
well location. Do the same for any other residents that have shown concern for their wells.
25. During the August 15, 1997 pre-operation inspection, Bill Fehr and Mitch Albert of Agile
Stone Systems stated that a berm to screen the mining operation at gravel extraction area B
would be constructed southwest of that area. This berm must be discussed in the mining
plan. All dimensions of the berm must be provided. Describe where construction materials
will come from. Show the berm on the Mining Plan Map and discuss reclamation of this
disturbance in the appropriate exhibit.
26. At the pre-operation inspection, the Division teamed that the location of sections of the in-
permit-area-rail-line would be moved and other sections would be eliminated. Make
appropriate changes to the Mining Plan Map.
27. It was also learned during the pre-operation inspection that the plant azea for gravel
operations will be lowered 4-5 feet or more. Discuss this new land configuration in the
mining plan; describe what will be done with the excavated material; show both on the
Mining Plan Map and provide any necessary changes to the reclamation plan and map.
28. The Division also learned during the pre-operation inspection that natural land will be left as
a barrier between Tallahassee Creek and the gravel extraction azeas A and B. Provide the
dimensions of this barrier, and your plans for use of filter fabric on the pit side and coarse
rock on the creek side. Show this barrier (berm) on the Mining Plan Map and provide a
thorough discussion in the reclamation plan.
29. It was also teamed during the pre-operation inspection that the gravel pit A and B may
receive runoff and process water from the plan[ azea. Provide a discussion of how this water
will be controlled to prevent pollution of surface and ground water.
30. The Division learned at the pre-operation inspection that the intent of the application was to
include Gravel Expansion Blocks 1 and 2 and Granite Quatry Expansion Blocks 1 and 2 in
the application as land to be affected and that these azeas are phases of the total mining
operation. It was stated that it was not the intent to bring these azeas into the permit by
amendment at a later date as previously understood by the Division. If these areas aze part of
the application affected land as phases of the mining operation provide appropriate
discussion in all appropriate exhibits and change the Mining Plan Maps to show a phased
mining operation. If these mining azeas are not to be a part of the present application,
remove them from the maps to avoid confusion. If they are to be added at a later date, an
amendment could be filed at that time.
3l. During the pre-operation inspection it was teamed that the location of the south overburden
and topsoil stockpiles will be changed. Please provide a discussion of the new locations in
the mining plan and show them on the Mining Plan Map.
