(b) A Comparison of the proposed post mining land use to other land use in the vicinity and [o <br />adopted state and local land use plans and programs. <br />As stated above, all surrounding lands are currently used as rangeland. The adjacent gravel <br />operations all have post mining reclamation proposals for reclaroation to rangeland. A <br />conditional permit has been applied for with the Huerfano County Land Use Department in <br />order to change the current Lmd use designation from an Agricultural District designation <br />(vacant rangetand) to an Extractive lnduslries land designation (see Exhibit M). <br />(c) A description of how the Reclamation Pian will be implemented to meet each applicable <br />requirement of Rule 3: Reclamation Performance Standards -Section 3.1.1 tlrrou Section <br />3:1,5 <br />3.1.1 - EsrablishingPost-Miningl e: Post mine use will be for rangeland. <br />3. L2 -Reclaiming Substituted Land: There are no previously mined lands to be substituted. <br />3.1.3 -Time Limit and Phased Reclamation: Concurrent reclamation is planned. [t is anticipated <br />that each crusher mobilization will disturb 3 to 4 acres. The initial phase (Phase Q of reclamation <br />will occur as clean-up and pocket mining progresses. Approximately 10 acres maximum disturbed <br />area at any time for any Phase Area. Phase 1 will have continuous operations area of 5 acres for <br />equipment and stockpiling until end of operations. <br />3.1 A - Pubhs Uss: There will be no pubfis use pemdtted at the proposed azea of operations before, <br />during or subsequent to the completion of mining activities and reclamation. <br />3.1.5 -Reclamation Measures -Materials Handline: <br />(t) Final grading will match previous site topography at about a IO foot lower average elevation <br />across the site, A[I slopes wilt be 3:I or Less <br />(2) Backfilling is part of the reclamation plan. Overburden and waste (reject) materials will be <br />placed in lifts and compacted. There will be no acid forming or toxic materials generated by <br />mining activities at the site. <br />(3) Stormwater control measures and Best Management Practices (BMPs) will be used to protect <br />areas outside the affected area. All slopes into the excavated area will be stabilized at 3:1. <br />(4) Concurrent reclamation activities aze planned. <br />(5) There will be no acid forming or toxic materials produced by mining and/or reclamation <br />activities a[ the proposed site. <br />(6) There will be no drill, auger holes adits or shafts at the proposed site. All mining activities <br />will be of the surface variety using bulldozers, scrapers and loaders to excavate and process <br />material from the pit area. <br />(7) All slopes will be a[ 31 or less. Ponds or lakes are not part of this reclamation plan. <br />(8) The owner's/bperator's choice of reclamation is for rangeland. <br />(9) There are no plans for the use of site generated or offsite inert structural backfill materials. <br />(30) There are no surface drainage systems within the proposed permit area. Stormwater controls <br />and BMPs will be utilized [o prevent Stormwater from entering [he excavated pi[ area. <br />(I1)There will be no unauthorized release ofpollutants [o the groundwater. Fuels and lubricants <br />for equipment will be self-contained. Volumes will be the tank sizes of the various equipment <br />An onsite fuel or fluid storage may be contemplated other than that which is self contained in <br />the equipment. If constructed it shall be located out of traffic areas and have a constructed <br />berm of sufficient volume and/or be a double walled rank unit. Types of fluids will probably <br />be diesel fuel, gasoline, lubricating oils, and engine coolants. <br />All other applicable Rule 3: 3.1 Reclamation Performance Standazds requirement concerns for <br />Surface Water, Groundwater, W ildlife, Topsoiling, and Revegetation are explained in [he <br />appropriate "Exhibit" section of this application document.
