EXHIBIT E -Reclamation Plan <br />(a) Description of the type of reclamation proposed to achieve the reclamation of a$ected (and, <br />reasons for reclamation type choice, amount of acreage and general discussion of methods. <br />The type of reclamation selected for the proposed area of operations will be for rangeland use. <br />The current site description and use is that of vacant rangeland. All surrounding lands aze <br />currently used as rangeland and or mineral extraction sites (permitted gravel mining <br />operations). There are several existing adjacent active and former permitted gravel ,~e <br />ektractibiiJprooessing operations inolutlhig Nrterl`anb County 6peiatibns with taitgelaud ~` ~~~A <br />reclamation plans. ~ ~/ <br />As stated in Exhibit D (a): <br />Or~.~rY2 -~ <br />~~n9a Ree~1p~I <br />"Mining will be conducted on a "Phase" basis as shown on the Exhibit C -Mining Plan Map. A odsaf a1io~ <br />total of seven (7) "Phase Areas" aze planned to mine the 200 maximum planned mine acres. @ty <br />Mining will be done in the number ordered, however mine phase 4 and S may be switched m order <br />depending on site conditions at that fitture time" Reclamation wits be concurrent and limited <br />fo a maximum of ]0 acres disturbance in all Phase Areas. <br />The Phase I Area is 60 acres: Almost all has been disturbed by previous permit operations. <br />Approximately 30 acres of the 60 acres in the Phase 1 area will be excavated and/or re-graded as <br />part of the Phase (activities. Some of the spoil material in the northeast and north end of [he site <br />will be graded to provide an elevated visual buffer/berm similar [o and matching the berm to the <br />west separating the County Road from the area boundary. Approximately 5 acres of the Phase <br />1 area will be used for site operations through all mining phases. This 5 acre operations azea will <br />be the last remaining area to be reclaimed after all mining phases have been completed. The large <br />depression will be sinnilarly used and backfilled, as directed and desired by the landowner, using <br />future process reject and overburden material. The clean-up and minin¢ of the Phase I area will <br />several cool! piles and uneven topographv left by previous permits. Mining activities in the <br />Phase 1 azea will have, immediate concurrent reclamation following gravel excavation: <br />Depressions will be filled and a more normal slope and matching topography will be established <br />as the "clean-up" and pocket mining is completed. Only 10-acres or less will be disturbed at a <br />time in the subsequent Phase Areas #s 2-7. Reclamation will generally be concurrent with <br />continued mining and processing operations. <br />All Phase areas will be mined as fully as possible from one area to the next leaving a uniform <br />slope and topography and slope across Phase Area Boundaries. Spur-roads will be graded (on the <br />origins( surface} into the separate phase areas as necessary from the existing site road. Spur-roads <br />may remain at the landowners request but otherwise they will be reclaimed and seeded when no <br />longer needed for site operations. The current site "eastside" road wilt be improved and <br />maintained as necessary for site operation requirements. This road will remain after all site <br />activities have been completed. Ai the end of Phase 7 at the site the fma] 10 acre disturbance at The <br />Phase 7 area and the remaining 5 acre operations area located in the Phase (Area will be left to <br />reclaim and that approximately I S acres, more or lass, will remain disturbed at that time. The kraal <br />Phase 1 reclamation activities will be concurrent with the initial Phase 2 Mining activities <br />and so on sad so en to each Phase wikh no more than IQ acres disturbance ak any time. <br />The fmal site reclamation topography will generally be graded and sloped to match the previous <br />slopes and site topography as shown on the Exhibit F -Reclamation Plan Map. The concurrent <br />reclamation will provide a minimum 5-acre area close to any active mining azea(s) for equipment <br />staging and stockpiling and wifl allow for the wncurrent reclamation of the pit floor behind and <br />any slope areas along the mining front. Storrnwater controls such as silt fences, straw bates and <br />earth berms will be used as necessary. Electric fencing will be used to isolate any seeded reclaim <br />areas mlfil authorized for removal after Sfaff hrspection and approval. <br />
