There are no planned buildings or structures to be located within the <br />proposed permit azea. Appropriate signage will be posted at the site access indicating the name o£ <br />the operator, statement that a reclamation permit has been issued by the Colorado Mined Land <br />Reclamation Board, and permit number. The boundaries bfthe affected area will be dearly <br />delineated by wire fencing and a lockable access gate. <br />(d) Plans for topsoil segregation, preservation, replacement and revegetation. List of preferred <br />species to be planted planting methods and time of planting. <br />The upper 6 to 10 inches of topsoil -surface material will be salvaged and stockpiled as <br />convenient to traffic and the concurrent reclamation operations in each Phase area. And along <br />buffer zone azeas for replacement in reclamation or for use in Later mining phases and placed <br />at convenient locations. if topsoil stockpiles are to be left for more than 1 growing season, <br />they will be seeded with the USDA recommended seed mix. These stockpiles wilt be located <br />out of mine traffic areas and possible temporary stockpile locations. Topsoil will be stripped <br />firm all areas to be mined and those areas where crushing or other such processing and <br />stockpiling activities will take place to avoid contaminating the topsoil As shown on the <br />Mining Plan Map; the buffer zone areas on the, west; east; and south sides of the proposed <br />area of operations will be approximately 30 feet in width. During concurrent reclamation <br />activities, afterfi_nal grading, topsoil material will be replaced On the Gom_pacted overburden <br />backfill areas using bulldozer, scraper and motorgrader type equipment to a minimum <br />thickness of4 to 6 inches (more if possible/available) and tilled and prepared for seeding. <br />The USDA Soil Conversation Service species seed mix, planting methods and time of <br />planting recommendations will be followed (USDA recommendations attached) This <br />recommendation was provided by Mr. Tony Arnold, District Conservationist for ffuerfano <br />County and is attached to this Exhibit Planting methods and recommendations contained in the <br />attached USDA Soil Conservation Service document, Technical Guide Section IV -Standards and <br />Specifications. Critical Area Planting - (342), will be followed. <br />After replacement of topsoil on areas scheduled for reclamation, seedbeds will be prepared using a <br />disc type plow or spring rake harrow. Seedbeds will be firm and clean tilled. Intensive tillage of <br />" 3 times" will be followed. The seeding operation shall be by drill method. Recommended <br />fertilizer application of 40# Nitrogen and 30# phosphate per acre; certified straw mulch to be <br />applied at a rate of 2000#/acre; weed control wilt be as necessary. Application of fertilizer and <br />mulch will be after seed application. Recommended seedbed preparation date is for dormant <br />seeding from October I S to May 1. Early October, just prior to the first hard freeze is <br />recommended as the most appropriate time for dormant seeding. Seeding of stockpiled topsoil for <br />stabilization will be broadcast and raked by hand using the same recommended seed mix as above. <br />(e) Plan or schedule indicating how and when reclamation will take glace <br />(i) An estimate of the periods of time which will be requved for the various stages or <br />phases of reclamation. <br />As stated above in Exhibit Dda) Minine Plan -Description of Methods, <br />°Onty t0.acres or less wilt be disturbed at a time in the subsequent Phase Areas #s 24. <br />Reclamation will generally be concurrent with continued mining and processing operations. <br />The limited (max 10 acres) disturbance area during the excavation operations at the site will <br />provide enough room for any site excavation/reciamation, process operations and material <br />stockpiling as the excavation front moves across and through each of Phase Area #s 2=7. <br />
