13. Description of Operation and Reclamation: The property will be mined
in two stages designated Stage E and Stage W. This is basically a dry
operation for the extraction of sand and gravel from terraces well above
the river level. Operations will start in Stage W. Where soil is
present on this stage it will be stripped and stockpiled in perimeter areas
for later use in reclamation. There is no overburden at this location.
The aggregate to be mined is at the surface or immediately below the
surface soil. Mining in Stage W will commence in the west central part
of the stage. The area designated plant site on Map Exhibit D-1 is the
