Special Use Permit #98-2• • <br />Tallier Gravel Pit <br />Page 3 <br />SPECIFIC CONDITIONS: <br />The operator shall build County Rd 33A from the gravel pit north to US 40 to accommodate truck traffic. <br />County Rd 33A will be built to the County road standard of a 30 foot section. The petitioner will be <br />responsible for the acquisition of all necessary right-0f-way to allow fora 30 foot section of roadway. The <br />operator shall coordinate all road and bridge improvements with the Road and Bridge Director. All road <br />and bridge repairs necessary shall be completed prior to commercial operation of the gravel mine. This <br />condition is not meant to prohibit use of the pit gravel for road improvements to County Rd 33A. <br />2. The operator shall place appropriate signage on County Rd 33A as directed by the Routt County <br />Engineer. The petitioner will work with CDOT to install appropriate signage on US 40. <br />3. The petitionedoperatorsball be responsible for all dust abatement costs on County Rd 33A from the pit <br />entrance to US 40. The Road and Bridge Director will be responsible for designating the dust abatement <br />schedule. <br />4. The operator and the County shall cooperate with Union Pacific Railroad to address the widening and <br />strengthening of the railroad crossing on RCR 33A, and the petitioner shall pay for one half of the costs. <br />5. Noise within the pit from associated equipment and bucks shall be muffled as much as possible. Trucks <br />shall operate so that their movements form a loop, rather than backing movements, as much as possible. <br />The operator shall work with staff and the Division of Minerals and Geology to ensure that the internal <br />haul roads can accommodate looped movements. <br />6. Days of operation shall be Monday through Saturday. No mining, reclamation or crushing activities shall <br />occur on Sundays or national holidays. If it is necessary to operate on Sundays or Holidays due to time <br />or weather constraints, the Planning Director shall be notfied of the additional days and hours that are <br />needed, and may issue an Administrative permit for a specfic period of time. <br />7. Hours of operation shall be from 7 a.m. to 7 p.m. Extensions of time may be granted by the Planning <br />Director under emergency circumstances. <br />6. The crusher may be operated a maximum of 50 days per year. The crusher shall operate only during the <br />hours of 8 a.m. to 5 p.m., Monday through Friday. The crusher shall be actively sprinkled to mitigate dust <br />and shall be located in the bottom of the gravel pit to reduce noise. Two separate crusher operations <br />may be located in the pit at the same time, but only one shall operate at any given time. <br />9. The permittee shall develop a landscape and reclamation plan to mitigate visual impacts and provide for <br />concurrent reclamation. The landscape plan shall include the visual screening along the haul road. <br />Planning staff shall approve the landscape plan. Grazing is the final use of the mining area after <br />reclamation. <br />10. The haul road shall be reduced in length as shown on the plan submitted for the December 18, 1997 <br />Planning Commission meeting. Plant species shall be acceptable to planning staff and the landowners. <br />As a general guideline, one 8' -10' tall tree shall be planted every 15 feet to mitigate dust, noise, and <br />visual impacts of the trucks to the adjacent landowners to the east. <br />11. The route for all haul trucks shall run north on RCR 33A from the pit entrance to US 40. <br />12. A mining buffer zone consistent with the gas line owner and Division Of Minerals and Geology permit <br />requirements shall be kept to protect the gas line. <br />13. Riparian and wetland areas shall not be disturbed by mining. Anny Corps of Engineers (ACOE) permits <br />and Routt County administrative water body setback permits shall be obtained for all road crossings of <br />
