Best management practices for consUuction and erosion control shall be implemented by the <br />operator, and shall be approved by the Department of Environmental Health. <br />14. A water quality and quantify base line test and periodic monitoring shall be performed by a certified <br />private laboratory on the Anderson well, if permitted by the Anderson well owner. The results of the well <br />testing for quality and quantity shall be reported to Planning Staff semi-annually for the first year, and <br />annually thereafter, for both Phase 1 and Phase 2, and shall be a part of the annual SUP review. If the <br />well testing indicates impacts from the mining operation, the operator shall retain an engineer to mitigate <br />any impacts from the mining operation. If mitigation is not achieved, the operator shall meet with the <br />Board of County Commissioners to determine if a new well must be drilled for the neighbor, or if mining <br />shall be discontinued. <br />15. Noise monitoring will be performed at the property line by the Routt County Department of Environmental <br />Health to ensure that the mine operations do not exceed the.allowable 60 decibels as per Section 8.4.1. <br />The results of the noise monitoring shall be reported to Planning Staff semi-annually and shall be a part <br />of the annual SUP review. <br />16. Intersection analysis of County Rd 33A and US 40 shall be performed to Colorado Department of <br />Transportation (CDOT) standards, as outlined in Rich Perske's February 11, 1998 letter to Caryn Fox, <br />before commencing pit development. If acceVdecel lanes are required, the petitioner shall assume the <br />cost.
