.. =~ <br />• Page 2 June 24, 1999 <br />3) Plans and specifications for the separa~ ion berm are attached for your review. <br />The applicant proposes to post an additional bond for 10% of the original <br />construction cost for the slurry wall should any remedial work be required, <br />until such time that the State Engineer':: Office has approved the performance,/' <br />of the slurry wall as meeting their seeF~age criteria. Attached is a quotation <br />for construction of a slurry wall for the property, for the amount ot~597 104 <br />Tans for the Taft Hill Road ditch system to handle de-watering scharge <br />~t7~ and off-site storm-water are being deaveloped in conjunction with Larimer <br />/ County's Engineering Department, as required by the Special Review <br />application. The final plans for this system are not yet available, but appear to <br />be primarily governed by off-site storm-water requirements. <br />The Applicant wishes to propose a different approach to potential changes in <br />groundwater, due to the construction ~f the slurry wall. Since the historic <br />irrigation of the Stegner Farm urrjoubtedly contributed to the high tea? <br />groundwater table in the area, the applicant wishes to install monitoring wells 3t ~,~; ~; <br />outside the slurry wall alignment and observe groundwater elevations before <br />and after construction. The land owner intends to cease or reduce irrigation i `~ <br />as mining consumes farmland, which should lower the groundwater, and <br />eliminate past problems. If the slurry wall creates a mounding effect and <br />increases the past problems with high groundwater, the Applicant agrees to <br />install a drainage system to mitigate t proble~ <br />V <br />Exhibit E :Reclamation Plan ~~4o b.3~'r <br />4) r/ The test results of soil analyses outline~j on page 21 will be submitted to the <br />DMG if the operator elects not to use fertilizer. <br />5) / We estimate that a maximum of 1500 linear feet of highwalls would be <br />exposed at any time, prior to backfilling. <br />6) ~ The operator proposes to replace a miiimum of twelve inches (one foot) of <br />topsoil over areas requiring reseeding, during reclamation. <br />Exhibit G :Water Information <br />7) The Operator will restrict mining operations to a depth two feet above the <br />groundwater table, until the Temporary Substitute Supply Plan, currently <br />submitted, has been approved by the Office of the State Engineer (OSE) <br />
