<br />Exhibit D- Mining Plan <br />Soil Salvage <br /> <br />Identify the seed mixture to be used in stabilization of <br />topsoil stockpiles. From discussions held on site, it sounds <br />like topsoil will usually be stockpiled for longer than one <br />year. All piles at this location should be vegetated and <br />stabilized to prevent erosion and invasion of noxious weeds. <br />If the piles are only going to be exposed for a short period <br />of time, a cover crop such as oats or re-green will provide <br />the protection and provide enough competition to reduce any <br />potential noxious weed infestations. <br />Exhibit E- Reclamation Plan <br />Grading <br />The final contours, as proposed, eliminate the small drainage <br />feature which currently exists in the southwest corner of <br />phase I. This feature exists because there is a small <br />contributing watershed above phase I. After final grading is <br />completed, this small watershed will still contribute runoff <br />to this area and unless the drainage is re-established, a <br />gully will likely reappear somewhere across the regraded area. <br />Therefore, the final surface configuration should be amended <br />to either replace the small drainage as a grassed waterway, or <br />install some other soil conservation measures (contour <br />furrows, small terraces, diversion ditches) that will reduce <br />the overland flow velocity of the contributing minor <br />watershed. <br />Seed Mixture and Seeding Rates <br />Although the proposed seed mixture contains a nice variety of <br />native grasses, it is the Division' opinion that Blue grama <br />should be included in the mix and not as a substitute. <br />Another grass that should be added to the mix is Little <br />bluestem, which is a grass that shows up in native areas that <br />haven't been severely overgrazed. Also, to provide a little <br />more diversity, at least one more cool season grass such as <br />thickspike or slender wheatgrass could be added along with a <br />forb such as a clover or a vetch. <br />In addition, the proposed drill seed rate is approximately 22 <br />seeds per square foot. The rate should be between 30 and 50 <br />seeds per square foot, especially given the high number of <br />warm season grasses which are traditionally harder to <br />establish. Please amend the mix accordingly. <br />Cultural Practices <br />The second sentence of this section should be amended to state <br />"weed free" or "certified weed free" grass hay mulch will be <br />applied...using blowing.
