b) Where will the salvaged topsoil/growth medium be stockpiled? Is the location of
the stockpile shown on Exhibit E map?
e) You refer to "Forest Servvice (sic) Rd #311". Should this be Rd #211?
g) You describe structures as "tents and wheeled vehicles". The structures you need
to describe in this Exhibit aze the drainage and runoff conveyance structures,
such as: waterbazs, culverts, diversion ditches, or any other kind of structure that
will convey stormwater or snow melt runoff from the proposed permit azea. The
existing roads aze adequately displayed on the maps. The only other question is
will the roads remain after mining ceases?
h) What does nominal mean? The amount of water useage should be in gallons or
acre-feet per (week, month or year), and it need only be an estimate.
j) This refers to compliance with water rights issues which you are, appazently,
attempting to resolve by applying for surface water rights with the District Court,
Water Division.
1) The measures you need to describe in order to minimize disturbance to the
hydrologic balance, etc., refers to methods, or measures, you intend or propose to
include in the mining plan that will prevent off-site damage from stormwater or
snow melt runoff. How do you plan to prevent runoff from exiting the disturbed
portion of the proposed permit azea? Berms? Retention pond?
4) Rule 6.3.4 - Exhibit D ~ Are there any undisturbed areas of the proposed permit area that
aze not going to be disturbed? Are there disturbed areas within the proposed permit azea
that will be used for the proposed mining operation that will not be reclaimed (wood cutters
road, turnazound/pazking azea, F.S. Rd 211, etc.)?
a) Again, what does "On going from m-81-193" mean? Since there is no
overburden, none will be replaced so this section of the Exhibit does not apply.
The "black soil" you refer to is, most likely, topsoiUgrowth medium which will
be addressed below.
c)(i) This pazagraph asks that you state the thickness of topsoiUgrowth medium to
be replaced in the disturbed areas. Please provide a range of thickness which
reasonably represents the amount you currently have on location and the amount
you will ultimately salvage. You state on the Exhibit E coversheet that 4-7 inches
of topsoiUgrowth medium will be replaced. If this is correct, please note the
thickness numbers in this pazagraph.
c)(ii} Please describe the type of hand tools that will be used to eliminate compacted
soil conditions and describe which hand tools will be used to reseed the disturbed
azeas. You state that a "small azea will be done at one time" Is this the one acre
of disturbance limitation you will commit to?
