Protection of the Hydrologic Balance <br />• All reclamation operations of the Meadows No. I mine have been implemented <br />to minimize the disturbances to the prevailing hydrologic balance in order to <br />prevent long-term adverse changes that could result from reclamation activities. <br />Section 2.04.7 details and documents the hydrologic system associated with the <br />Meadows mine area. <br />Road and Mine Stability Monitori <br />Sun Coal Company will inspect culverts, traps, outfills, runouts, and the <br />condition of the road on a monthly basis using the form presented in Appendix <br />2.05.6-1. Summary reports plus detailed forms will be submitted to the division <br />on a semi-annual basis and will include a certified semi-annual report of semi- <br />annual inspections (in the spring following snow melt and in the fall prior to <br />snowfall) by a qualified professional outlining methods and findings. <br />• Assess potential environmental harm. <br />Evaluate access road degradation during the previous year. <br />. Implement corrective actions, when deemed necessary, in order to <br />provide surface owner access for farm-related vehicles, i. e., <br />4-wheel drive vehicles, tractors, semi-tractor trailers, drill <br />rigs, and reclamation maintenance equipment. <br />The monitoring program will consist of inspecting culverts, ditches, <br />runouts, sediment traps, sedimentation ponds, access road surface conditions, <br />and berm stability inspection wilt also be conducted to determine whether <br />excessive rilling and gullying has taken place. "Minor degradation" of the road <br />such as would be expected in the normal sequence of climatic changes and storm <br />events is not intended to be addressed as part of the maintenance procedure. <br />Examples of this "minor degradation" include "washboarding", partial filling of <br />• ditches, isolated superficial sloughing of the cutslopes, and small ri1Ts and <br />gullies.
