• post-mining land uses <br />alternative post-mining <br />anticipated or proposed. <br />for these areas and practical limitations <br />uses, no changes in land use or zoning <br />on <br />are <br />The Southfield mine area was previously disturbed by mining activities <br />which occurred during the interval from 1930 to approximately 1955. Given <br />this historical use, mining is considered to be one of the land uses for <br />this area. In proposing a post-mining land use of rangeland and wildlife <br />habitat, EFCI plans to restore surface disturbance areas to those land <br />uses which existed prior to any mining disturbance of the area and which <br />are consistent with prevailing land uses on surrounding undisturbed lands. <br />Similarly, the Southfield loadout area has been previously disturbed by <br />railroad construction activities and previous commercial land uses. There <br />is no history of this area being utilized for pastureland or cropland. <br />Land use prior to any disturbance, based upon historical records and <br />surrounding undisturbed areas, has been identified as undeveloped <br />• rangeland in fair to poor condition. EFCI is proposing to restore the <br />loadout area to a post-mining land use of rangeland consistent with pre- <br />disturbance use and prevailing uses of nearby undisturbed areas. <br />The potential for both mine and loadout surface disturbance areas to <br />support alternative land uses is limited due to a number of practical <br />considerations. <br />o Lack of adequate year-round water resources <br />o Relatively short growing season <br />o Lack of significant commercial, industrial, or residential <br />activity in the immediate area <br />o Prevailing socioeconomic conditions in the Florence/Canon City <br />area <br />Changes in land use for the Southfield mine area are unlikely given <br />prevailing land use patterns in the immediate area. The mine's location <br />• relative to regional population centers in the area makes it unlikely that <br />there would be any significant commercial, industrial, or residential <br />development in this area in the foreseeable future.
