Doc Date:12/11/2001 III III'llillllll III <br />• (~r 2.05.5 POST-MINING LAND USE <br />Pre-mining land uses for both the Southfield mine and loadout areas as <br />discussed in Section 2.04.3, Site Description and Land Use Information, <br />have been identified as rangeland with the additional uses of mining and <br />wildlife habitat for the mine area. Given the similarities between the <br />rangeland and wildlife habitat land uses, the reclamation techniques <br />necessary to restore disturbance areas to these post-mining uses are <br />essentially the same. <br />Upon completion of coal mining and related operations, EFCI will implement <br />the reclamation plans described in Section 2.05.4, 4.06, 4.09, 4.13 and <br />4.15. The specific reclamation activities described in these sections <br />have been designed to restore surface disturbance areas to post-mining <br />land uses of rangeland and wildlife habitat consistent with pre-mining <br />land uses as shown on the Mine and Loadout Area Land Use Map, (Map 4J. <br />• Restoration of disturbance areas will be accomplished by sealing mine <br />portals, boreholes and other openings, and backfilling and grading the <br />mine portals and face-up area, portal bench, and other mine and loadout <br />disturbance areas. The regraded configuration will approximate original <br />pre-mining contours, blend with surrounding undisturbed terrain, and <br />provide drainage patterns similar to those existing in the pre-mining <br />environment. Regrading will be followed by topsoil replacement and <br />revegetation to establish a productive, self-sustaining, and diverse <br />vegetative cover to stabilize surface disturbance areas, prevent erosion, <br />and provide effective forage, browse, and cover values for both wildlife <br />and domestic livestock. Reclaimed areas will be monitored to ensure <br />effective restoration and as suitable, based upon monitoring results, will <br />be managed to achieve overall reclamation objectives. <br />Proposed rangeland/wildlife habitat land use for reclaimed portions of the <br />Southfield mine area and rangeland use for the loadout area are identical <br />to pre-mining land uses. As described in Section 2.04.3, Site Description <br />• and Land Use Information, the proposed land uses are consistent with <br />current Fremont County zoning regulations which identify both mine and <br />loadout areas under a agricultural zoning designation.
